The County of Orange (County) Health Care Agency (HCA) is seeking applications from qualified organizations to provide Drug Medi-Cal (DMC) Adolescent Residential Treatment and Withdrawal Management (WM) Services in a non-medical setting, provided the applicant satisfies one of the following conditions:
(1) The organization possesses valid DMC certification with the State of California, is licensed through the Department of Social Services (DSS), Community Care Licensing (CCL), and has Department of Health Care Services (DHCS) Level of Care (LOC) designation for Residential Treatment and/or Clinically-Managed Withdrawal Management (3.2); or
(2) The organization can provide copies of their submitted Provider Application and Validation for Enrollment (PAVE) application for DMC certification, application for CCL licensure, and application for DHCS LOC designation
These services will be provided as part of a Drug Medi-Cal Organized Delivery System (DMC-ODS), a continuum of care modeled after the American Society of Addiction Medicine (ASAM) criteria for substance use disorder (SUD) treatment services. The primary goal of this program is to provide DMC beneficiaries with access to SUD services, provide a system of care that helps them achieve sustainable recovery and to reduce substance use within the community.
The County began offering DMC-ODS services to eligible beneficiaries in 2018 through an agreement with DHCS to provide DMC-ODS services. DMC-ODS shall be available as a Medi-Cal benefit for individuals who meet the medical necessity criteria and reside in Orange County. The County is seeking DMC certified providers to offer the residential treatment services outlined in the DMC-ODS, in compliance with applicable Managed Care requirements as described in 42 Code of Federal Regulations (CFR) Part 438.
