Solicitation Summary
The Maryland Department of Housing and Community Development (DHCD) is issuing this Purchase Order Request for Proposals (PORFP) under the Commercial Off-the-Shelf Software (COTS) 2012 Master Contract to procure the renewal of existing Adobe Acrobat Pro Enterprise software subscriptions for authorized DHCD users.
This solicitation is limited to Master Contractors holding an active contract under the COTS 2012 Master Contract and who are authorized Adobe resellers. The purpose of this procurement is to ensure uninterrupted access to Adobe Acrobat Pro Enterprise licensing, updates, security patches, and manufacturer support currently in use by the Department.
This is a Small Business Reserve (SBR) secondary competition. Only certified SBR vendors that are eligible Master Contractors under the COTS 2012 Master Contract may submit a Proposal.

Additional Instructions
This procurement is for the renewal of existing Adobe Acrobat Pro Enterprise subscriptions only and does not include migration, implementation, training, or professional services. All licenses must be newly issued, unused, and provided by the Manufacturer through an authorized Master Contractor under the COTS 2012 Master Contract.
Proposals must be submitted electronically through eMMA by the date and time specified in the solicitation. Late submissions will not be accepted. Vendors choosing not to submit a Proposal are requested to submit a “No Proposal” form.
Questions regarding this solicitation must be submitted in writing to the Agency Point of Contact listed in the PORFP no later than the published Question Due Date and Time.
