INVITATION TO SUBMIT A PROPOSAL

Proposals shall be submitted through ProposalTech, www.proposaltech.com and shall be received until Monday, March 9, 2026 by 3:00 p.m. for the following:

ADMINISTRATIVE SERVICES FOR MEDICAL AND DENTAL BENEFIT PLAN
FOR THE CITY OF MIDDLETOWN

The City of Middletown desires to retain the services of a quality oriented carrier to administer the current medical plan designs on a self-insured basis.  It is the intent of the City to initially enter into a contract with the successful Respondent for a thirty-three month period beginning October 1, 2026 through June 30, 2029.

All Respondents must submit a completed Intent to Bid form by Tuesday, February 10, 2026.  All Respondents must also submit a Deviations form with their proposal response.  These forms can be found in the Detailed Scope of Work section of the proposal document.

The City of Middletown reserves the right to waive any defect or any irregularity in any proposal and reserves the right to reject any or all proposals or any part thereof.  Proposals, amendments to proposals or withdrawals of proposals received after the time set for the receipt of proposals will not be considered.
