Administrative Services for Group Dental and Vision Coverages

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Monday, February 16, 2026 at 5:00 pm (local prevailing time).

The purpose of this Request for Proposals (RFP) is to solicit proposals to provide administration of the group dental and group vison plans for eligible active employees, dependents, COBRA continuants and pre-65 retirees (participants) of the City of Newport News, hereinafter referred to as the City. All proposals shall be provided net of broker commissions. The City reserves the right to award to a single firm or multiple firms.

The City will consider awarding the components of this RFP independently. Therefore, Offerors may choose to provide a proposal for the following components:

1. Combined dental and vision proposals.
2. Dental only - Complete applicable sections of the RFP.
3. Vision only - Complete applicable sections of the RFP.

The City of Newport News is an independent city located in southeastern Virginia, within the Hampton Roads metropolitan area. The City runs approximately 23 miles along the James River and the Hampton Roads Harbor. The City is committed to supporting the health and well-being of its workforce through sustainable, cost-effective benefit programs.

1. The current group dental plan for active employees, COBRA continuants and pre-65 retirees is administered by Delta Dental. Employees, COBRA continuants and retirees are offered one plan.
2. The current group vision plan for active employees, COBRA continuants and pre-65 retirees is administered by VSP Vision Care. Employees and COBRA continuants are offered the choice between an exam only plan and the full coverage plan. Pre-65 retirees are offered the full coverage plan only.
