I.
INTRODUCTION
The City of Peekskill Industrial Development Agency (PIDA) (the “Client”) requires
administrative and financial services to support the Client’s Executive Director and Treasurer
under the direction of the Executive Director’s, the Board of Directors, and the City of Peekskill
Comptroller. The Client is requesting proposals from qualified consultants (individuals or firms)
possessing the skills to provide the services described below. The estimated time
commitment is 50-60 hours per month.
II SCOPE OF WORK
Examples of the work include:
A. The selected consultant will provide financial support services including but
not limited to:
- Manage the funds, accounts and instruments of indebtedness of the Agency.
- Manage and maintain accounts payable and receivables and maintain records
of all receipts and expenditures in regular books of accounts as directed by the
Executive Director and in compliance with the NYS Authorities Budget Office.
- Prepare monthly reports and an accounting of the financial condition of the
Agency as required for the Board.
- Prepare the financial components of annual reports submitted through the
Public Authority Information Reporting System (PARIS)

- Coordinate the work of the Agency’s outside auditors
- Maintain records and prepare quarterly, semi-annual and other financial
reports required by Federal, NYS and Westchester County grantor Agencies
that are funding projects and activities that the Agency is implementing.
- Manage payments in lieu of taxes (PILOT) agreement for projects; billings and
payments with the City Finance Department; and the City Assessor on related
inter-departmental responsibilities.
- Coordinate work with the City of Peekskill Comptroller.
B. The selected consultant will provide administrative services required by the Client for its
operations and projects including but not limited to:
- Supporting the Executive Director with Client administrative tasks involving the Board,
other staff and Federal, NYS and Westchester County Agencies.
- Making reports to the Board and maintaining files and administrative records.
- Assist in the procurement of consultants and contractors, involvement as directed
with their work and relevant record keeping.
Participate in NYS Authority Budget Office training programs and preparation of
annual NYS Public Authority Information Reporting System (PARIS) reports.
- Assist Client Board member in fulfilling required certifications, training, Board Member
submittals and record keeping in connection with annual PARIS submissions.
- Supporting the review, approval, implementation, and record keeping in connection
with the processing of economic development and building rehabilitation project
applications for financial assistance.
- Assist in implementing grant funded projects and maintaining grant management and
reporting records as required by loan, grant and other project finance guidelines.
- Gather assisted Projects workforce development and job creation data and
compliance with project financing agreements’ material commitments to create
jobs and other requirements, and participate in identifying noncompliance and
corrective measures and performance reporting.
- Assist in maintaining Agency website and social media platforms.
III DESIRED KNOWLEDGE, SKILLS, ABILITIES AND ATTRIBUTES
- Good knowledge of intergovernmental skills and public agency regulations, grant
programs and implementation and reporting procedures.
- Good knowledge and experience in working with Boards of Directors, local legislative
Boards, and other policy making organizations.
- Well-developed skills with public agency planning and oral and written communications
and interactions with the public.
- Good knowledge of computer, spread sheet and social media skills.
- Good knowledge of grant and public funding management and reimbursement requests
- Experience with reviewing owners’ expenses, paying invoices, and submitting
documentation for reimbursements.
It will be necessary for the Consultant to be in Peekskill periodically for site visits, to maintain files
and records and to attend in-person meetings. The Agency can provide a desk, telephone and
printer in City Hall for the Consultant’s use.

V. RFP SUBMISSION PROCEDURE
B. Required Materials
The following requirements must be included in the proposal submission:
Project Approach: Describe intended approach to meet the objectives of this RFP.
Personnel: The name, qualifications and resume of the individual who will be involved
in this project,
Project Experience Profile: Provide a description of similar duties that have been
performed by the individual to be assigned thus role.
References: A minimum of three (3) professional references for similar project work that
was managed by the assigned individual. Provide the name, phone number and email
address of each professional contact.
Fee Proposal: Provide your proposed financial arrangement for the individual assigned
for the work including their hourly rate.
Disclosure Requirement: Provide a disclosure statement of existing contracts that
may be in conflict with the scope of work outlined in this RFP, if any.

VI. RFP REVIEW AND SELECTION PROCEDURE
A. Rating and Selection Criteria:
The Agency will review proposals, conduct interviews with the assigned individual and hire a
consultant to perform the required work. The contract will be awarded to the responsible
Consultant who is the most qualified and whose proposal represents the best value. Past
professional experience and expertise, and fee proposal and fee proposal will be used to
evaluate the proposals and select the preferred consultant. The Agency reserves the right to
authorize all or part of the work requested in this RFP.
The Agency will use the following criteria to evaluate
submissions:
• Quality and completeness of the proposal, including the commitment
to completing the scope in the specified time frame.
• Approach to completing the Scope of Work.
• Qualifications, relevant experience and references.
B. Interviews
Interviews are anticipated between November 22-24, 2023
C. Award
The Agency will award a contract to the consultant that best meets the RFP’s needs and
requirements. The Agency reserves its right to reject any or all proposals in the best interest of
the Agency. The successful candidate must be ready, willing, and able to proceed and sign an
agreement satisfactory in form by the Agency’s Counsel.
D. Insurance
The selected consultant will provide worker’s compensation and liability insurance as required,
listing the Agency and City of Peekskill as “additional insureds.”
E. The Agency is not responsible for any expenses or costs incurred by any consultant in
preparing and submitting a proposal or requesting supplemental information.
