The Department of Administration is issuing this request for proposal to contract with three or more organizations to provide independent external review of all adverse determinations of health care complaints submitted for external review under Minnesota Statute 62Q.73
Enrollee - the individual or anyone legally acting on behalf of an individual who has received an adverse determination may submit a written request for an external review of the adverse determination.
Contractor, Vendor, or Responder - an organization or business providing or seeking to provide (under this RFP and any subsequent contracts) independent external reviews of all adverse determinations submitted for external review that is awarded a contract based on this RFP.
Responsible Agencies – Department of Commerce, Department of Health, Department of Human Services, and Minnesota Management and Budget; agencies that will control the services contracted for by this RFP.
Reviewer(s) - alternative dispute resolution professionals, experts in health- related law and/or licensed expert medical professionals who will be involved in conducting the review and making the determination of the outcome.
External Review of Adverse Determinations are governed by Minnesota Statute § 62Q.73, which Responders should review prior to submitting a proposal.

It is anticipated that any contracts resulting from this RFP will be for a period of one year beginning May 1, 2025, with the option to renew, at the discretion of the Department of Administration, for a total of up to five (5) years. All options to renew shall be made in consultation with the aforementioned agencies, and the concurrence of the selected Contractors.

It is the intent of this RFP to identify external reviewing entities and to establish an administrative process for the use of external reviewing entities by citizens of the State of Minnesota who are eligible to use these services.

To assure all the goals and expectations of the Program are met, Admin will regularly monitor and evaluate the Program and its Contractors. Contractors regularly failing to meet minimum standards may be removed from the Program.
