Additional SaaS Licenses – Energy Exemplar

Minnesota IT Services (MNIT), in partnership with the Public Utilities Commission (PUC), intends to enter into a single‑source agreement, for a term not to exceed 36 months, with Energy Exemplar LLC. This procurement is necessary to obtain additional PLEXOS SaaS Gas Module licenses required for PUC’s gas system planning and regulatory analysis.

The PUC requires additional PLEXOS Gas Module user licenses to perform integrated gas resource planning and analysis beyond the license provided by Midcontinent Independent System Operator (MISO). Because gas utilities in Minnesota utilize the PLEXOS Gas platform for their modeling activities, the PUC must employ the same software to ensure accurate and reliable replication of those models.

Energy Exemplar LLC retains exclusive ownership, copyrights, and trademark of their proprietary PLEXOS SaaS services. The State believes these services are not available through third-party entities deeming this a sole source purchase.
