AMENDMENT 01 - 08/05/2025
Solicitation is amended to remove the total small business set-aside, announce new site visit dates, and extend the proposal due date to 10:00 AM CDT on September 3, 2025. All other terms and conditions remain unchanged.
Site visits will be conducted at National Laboatory for Agriculture and the Enviromment, USDA-ARS, 1015 N. University Blvd., Ames, IA on August 13, 2025 at 1:00 PM CDT and August 14, 2025 at 9:00 AM CDT. In order to attend the site visit, you MUST register by August 12, 2025 at 3:00 PM CDT. Register by emailing josh.dobereiner@usda.gov with your company name and the name(s) of the representative(s) who will attend.
All questions regarding this solicitation must be submitted in writing to Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than 4:00 PM CDT on August 21, 2025. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned.

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) has a requirement for additional Elevator work.
Solicitation 12505B24R0014 is issued as a Request for Proposals {RFP). The solicitation document, with the incorporated clauses and provisions, is issued in accordance with the Federal Acquisition Regulation (FAR) Parts 13 and 36 and will be incorporated in the awarded firm-fixed price contract. The solicitation is Subject to Availability of Funds. Interested vendors should reference the solicitation documents for all terms and conditions. All interested parties are responsible for monitoring this website to ensure they have the most current information (i.e. Amendments) for the solicitation. No paper solicitation will be available.
Notice of Set-Aside for Small Business Concerns: This requirement is a 100% Total Small Business Set Aside.
The associated NAICS is 238290, other Building Equipment Contractors. The small business size standar is $22 million.
Magnitude of Construction is estimated to b e between $100,000 and $250,000.
Period of performance is 120 days after receipt of the Notice to Proceed to include inspection and punch list.
Submission of bid, payment and performance bonds are required upon award of this acquisition.

Biobased Products: This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated product categories. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of biobased and recycled products. System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
