THIS NOTICE OF INTENT IS NOT A SOLICITATION, REQUEST FOR PROPOSAL, INVITATION FOR BID OR A REQUEST FOR QUOTATION.
This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. The 377th Contracting Division intends to award a construction contract modification with only one source:

This will be in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements for the procurement of replacing and upgrading the hinges on blast doors B7, B8, B13, and B14 to prevent premature hinge wear that could lead to failure of hinges and hinge pin assemblies. The upgraded hinges shall improve performance, stabilization, reduce down-time, and withstand repetitive motion. Upgraded hinges for blast doors B7, B8, B13, and B14 should be similar to the hinges of blast doors B9 & B12. The Blast doors hinges should have as many identical and similar components to doors B9 & B12 as possible to minimize spare parts complexity and streamline maintenance. The work includes updated pins, straps, pintle brackets, incorporation of grease zerks, new bearings, washers, fasteners to an updated design done for B9 & B12, and 2-year Emergency services.
A solicitation package will NOT be issued. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. Information received in response to this notice will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All information submitted should support the offeror's capability to provide the construction required in the Statement of Work documents which are attached. The Government will not reimburse any cost incurred for the information received from offerors. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these construction needs, not to exceed 2-pages. Responses submitted in person, fax or communicated by telephone are not acceptable and will not be considered.
A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. If no favorable responses are received by the date mentioned, a contract modification will be negotiated with the above-named source.
Bidder’s Library: Due to OPSEC restriction, certain attachment(s) is not included in this synopsis. In order to gain access to the attachment(s), the contractors shall submit on company letterhead their SAM’s CAGE Code, UEI, and authorized representative of the company’s point of contract information to include name, title, phone, and company email. Additionally, contractors must have a valid Form DD2345 – Militarily Critical Technical Data Agreement and be registered in the Joint Certification Program (JCP). The contractor POC listed in the JCP will be the only individual from each company granted access to the attachment(s). The use and safeguarding of documentation accessed by any contractor shall be in accordance with its JCP certification, DoD Instruction 5230.24, and DoD Directive 5230.25.
