SCADA System Integration Services
Town of Middlebury, Vermont

The Town of Middlebury, Vermont is requesting proposals from qualified firms to provide SCADA
System Integration Services for improvements to the Town's wastewater facilities. The selected
integrator will work in coordination with the Town and its engineering consultant(s), to program,
configure, test, and commission SCADA system components associated with the current projects listed
below, future wastewater projects and on an as needed basis.

Scope of Services
The selected firm will provide services including, but not limited to:
* PLC programming and logic development for new or upgraded equipment.
* Integration of instrumentation and control equipment into the existing SCADA system.
* Development or modification of SCADA HMI graphics.
* Configuration of alarms, data logging, and trending.
* Integration of communications between field devices, PLCs, and the central SCADA system.
* Support during system testing, startup, and commissioning.
* Preparation of SCADA documentation and system backups.
* Training of Town operations staff.
Qualifications
Firms responding to this RFP should demonstrate:
* Experience integrating SCADA systems for municipal water or wastewater facilities.

* Experience with PLC programming and SCADA configuration.
* Ability to coordinate with engineering consultants and municipal staff.
Provide descriptions of at least three similar projects, including client references.
Proposal Requirements
Proposals should include:
* Brief description of the firm and qualifications.
* Relevant project experience.
* Proposed project team.
* Description of approach to SCADA integration and commissioning.
* Schedule of hourly billing rates, daily rates, and other standard reimbursable costs

Selection
Proposals will be evaluated based on qualifications, relevant experience, project approach, and cost. The
Town reserves the right to reject any or all proposals and to negotiate with the selected firm.
