Addendum #83 or any other addendum in your submission shall require for rejection of your

As of March 1, 2026, pursuant to the provisions of P.L. 2025, c.72, all Township of West Orange
current legal notices will be published on the Township's official website for at least one week,
or other time period as required by law, before transferring the publication to the Legal Notice

The Township of West Orange issued Addendum No. 3 in association with a Notice
of Competitive Contract RFP as follows:

The Response to Question No. 3 has been amended as follows:

Question No. 3: The sample cost proposal sheet provided in Addendum #1 now has a line item for
ESBE/DBE participation, Aside from a general reference on page 2 of the RFP, there is no DBE
participation goal (e.g., % target) or specific requirements stated in the RFP. Since it now appears that
there is intent to have ESBE/DBE participation, please provide this information. Given the submission
date of April 9", it is imperative this information be provided ASAP.

> Revised Response: The overall ESBE/DBE goal is 0% for this partially funded federal
aid contract. In addition, the submission date for this proposal has been maintained to
April 23, 2026 at 10:00AM.

Please find attached SAMPLE Cost & Work Hour Proposal which has been revised to eliminate the
ESBE/DBE Participant line/requirement.
