ADDENDUM NO. 1
The attention of each firm is called to the following clarifications, additions to, and/or changes in
the Request for Qualifications dated February 9, 2026. Responding Offerors are notified that this
Addendum is made part of and incorporated in the original RFQ document.
QUESTIONS/ANSWERS
Below are questions received from potential firms responding to the RFQ, with the City’s response
shown in bold italics:
1. Must the firm provide all services listed in the Scope of Work? No; the city is looking for a
firm(s) that has broad expertise in Stormwater management, but the firm does not have to
provide all services listed. The firm should highlight their area(s) of expertise.
2. How many firms does the City anticipate selecting for this contract? Up to three (3) firms
may be selected, but the City may qualify additional firms if needed.
3. For Asset Management (managing asset inventory condition) referenced in the Scope of
Work (page 3), does the City currently utilize any related software? No, the city does not
currently utilize any related software; data for the stormwater system inventory is collected
and managed within ESRI ArcGIS.
4. Regarding the award of this contract for FY 2027–2028:
a. Will the City select one consultant or multiple consultants? Up to three (3) firms may be
selected, but the City may qualify additional firms if needed.
b. If multiple consultants are selected, will they all be pre-qualified for on-call services
through June 2031? Yes
5. May we include a front and back cover that would be excluded from the page count? Yes
6. If we include more than five projects in our Statement of Qualifications, is it correct that only
five must have been completed within the past five years? A minimum of five relevant
completed or in-progress projects within the last 5 years is requested. Information on
additional relevant projects, either within the last 5 years or before, may be included.
CLARIFICATIONS
1) The intent of the RFQ is to establish a working relationship with a consulting firm(s) who will
provide general, multi-dimensional stormwater management services as the need arises.
While some future services may not yet be completely defined, the city has identified the
following immediate priorities:
a. Developing a sustainable asset management plan for the stormwater infrastructure
system, including conducting a utility rate study for FY 2026/27.
b. Providing support for managing, mapping, and tracking stormwater asset inventory
and condition data.
c. Providing designs and calculations for complex hydrologic and hydraulic projects.
2) Item 7 (pg. 3) Post-Construction & Maintenance Planning – Provide advisory support for
managing post-construction SCM (Stormwater Control Measure) inventory. All
implementation and ongoing management will be performed by City staff; the consultant’s
role is limited to technical assistance and best-practice support.
