REQUEST FOR PROPOSAL NO. 26-0074
STEM PROGRAM PROVIDER
This Addendum and Clarification item forms a part of the RFP Documents and modifies the
original RFP Documents issued December 22, 2025. Acknowledge receipt of this Addendum on
the Addendum Form of the Request for Proposal. Failure to do so may subject proposal to
disqualification.
This Addendum consists of 4 Page(s).
CLARIFICATION:
1. Question : Is the District seeking only vendors who can provide the entirety of the Scope of
Services (Spring Mini-STEM Fest, Summer STEM Class Sessions, AND Fall/Spring In-Class
Sessions), or are vendors allowed to submit for 1, 2, and/or 3 of the listed services under the
Scope of Work?
Answer : Yes, we are seeking a vendor who can provide the full scope of services outlined,
including comprehensive planning, coordination, implementation, and support. The selected
vendor should have the capacity and expertise to manage all aspects of the work to ensure
consistency, efficiency, and successful outcomes for the students.
2. Question : We have STEM programming for elementary and middle, but not high school; do
we qualify for this RFP? For example, we would be able to service all sites except Travis Hill
NOLA. Travis Hill serves 3rd 12th grade students.
Answer: No, we require a vendor that has the capacity and infrastructure to support all schools
listed in the scope of work. The selected vendor must be able to deliver services consistently
and equitably across each site, ensuring alignment with the outlined requirements, timelines,
and expectations for all participating schools.
3. Question : Does the Spring STEM Fests occur at all 4 sites on the same day, or would/could
they be separate days due to vendor staffing availability?
Answer: All sessions and programming dates and times will be determined at the discretion
of each school’s schedule. Additionally, if awarded the contract, it is strongly recommended

that the vendor collaborate closely with school leadership or their designee to develop a
comprehensive calendar of events that aligns with instructional priorities, school operations,
and overall program goals, while also ensuring there are no conflicts across other school sites
the vendor is responsible for supporting.
4. Question : What day(s) are the Spring Mini-STEM fest planned for currently?
Answer: All dates are contingent upon each school’s academic calendar and operational
needs and are subject to change based on school-level scheduling priorities, events, and
instructional requirements. Additionally, if awarded the contract, it is strongly recommended
that the vendor collaborate closely with school leadership or their designee to develop a
comprehensive calendar of events that aligns with instructional priorities, school operations,
and overall program goals, while also ensuring there are no conflicts across other school sites
the vendor is responsible for supporting.
5. Question : Is there a recording or a transcript of the pre-proposal meeting available to view
that we can receive access to?
Answer : No, there is not a recording or transcript of the pre-proposal available for view.
6. Question : We currently do not have the capacity to provide in-person staffing, but we are
happy to help recruit and train qualified local or district educators to oversee the
programming. Would the district be open to exploring this collaborative approach?
Answer : No, we require a vendor capable of supporting the full scope and capacity of the
programming. The selected vendor must have the resources, expertise, and infrastructure to
deliver all components of the program effectively and consistently, ensuring high-quality
implementation across all sites and participants.
7. Question : The National Inventors Hall of Fame’s programming serves students in grades
PreK-Can the district confirm the anticipated grade levels to be served for each component
(Fall/Spring in-class sessions, Spring Mini-STEM Fest, and Summer STEM Class Sessions)
at each participating school?
Answer : The Leah Chase School serves students in grades Kindergarten through 7th, Mary
McLeod Bethune Elementary School of Literature & Technology serves students in Pre-
Kindergarten through 8th grade, Ben Franklin Elementary and Middle Schools serve students
in Pre-Kindergarten through 8th grade, and Travis Hill serves students in grades 3 through
12. Any vendor awarded the contract must have the capacity, expertise, and resources to
effectively serve the full range of grade bands supported by each school, ensuring that
programming is appropriately tailored and accessible for all students.
8. Question : Is the district seeking a single vendor to deliver all components of the scope (Fall/Spring
in-class sessions, Spring Mini-STEM Fest, and Summer STEM Class Sessions) at each school, or

may vendors submit proposals for specific components or locations only?
Answer : Yes, the district is seeking a vendor capable of supporting the full range of
programming required to successfully execute this contract. The selected vendor must have
the expertise, resources, and capacity to manage all aspects of the program, ensuring
consistent, high-quality delivery across all schools and grade levels included in the scope of
work.
9. Question : Are the Fall/Spring in-class sessions intended to be stand-alone experiences, or can
they build upon one another as a cohesive sequence?
Answer: The programming must be designed to be stand-alone and developmentally
appropriate for each grade level. Elementary-level students may not have the skills,
experience, or maturity to participate in the same projects or activities as eighth-grade or high
school students. Therefore, the vendor must create differentiated content and experiences that
are tailored to the specific abilities and learning needs of each age group, ensuring meaningful
engagement and successful outcomes for all participants.
10. Question : Summer STEM Class: Can the district clarify whether the “up to 200 students”
applies per school or across all participating sites?
Answer: The program must be capable of serving up to 200 students per school site.
Additionally, many schools operate summer programs with attendance exceeding 100
students per session. It is essential that the vendor has the capacity, staffing, and resources to
effectively manage and support large groups of students during these summer sessions,
ensuring a high-quality experience, safety, and engagement for all participants.
11. Question : Summer STEM Class: What is the anticipated class size for each one-hour summer
session?
Answer: The intended class size for each session may range from 10 to 25 students,
depending on the scheduled session times and program structure. In some instances, multiple
classes may be in attendance simultaneously, and the vendor must have the capacity, staffing,
and resources to effectively manage these larger group settings while maintaining a high level
of engagement, individualized attention, and program quality for all students.
12. Question : As we are a K-8 STEM solution, we just wanted to check that we are still eligible
and equally likely as a K-12 applicant to apply and succeed in this RFP bid?
Some parts of the solicitation say "each grade level" and others say that grades are "at the
discretion" of the individual school; and the evaluation criteria states ES, MS and HS. We
appreciate you may just be looking for full K-12 solutions only, in which case we would
regrettably not apply this time around. But hopefully you are flexible to an ES and MS STEM
solution and we can apply.
Answer: Yes, serving grades K12 will work for the explanation of services. Please note that
the STEM organization awarded the contract must be prepared to serve students across all

grade levels, K12. Individual schools will determine and provide the specific grade levels
and session schedules to be supported.
13. Question : How many 1- hour STEM sessions are expected to be deliver during the summer
session?
Answer : STEM sessions for summer sessions are depending upon the duration of summer
program.
14. Question : As a small business that delivers our software-as-a-service solution directly to
schools via our in-house team (without any subcontracting), there is no practical scope for
DBE subcontracting. We can of course make good faith efforts to seek DBE involvement, but
as we roll out directly to schools ourselves we don't envisage a need for wider external
support, from a DBE or other organization. I know there are 15 points for DBE involvement
in the evaluation so I just want to check if this makes us non-responsive or non-competitive?
Answer: If your firm is partnering/teaming with other firms to assist with services, or material
suppliers, OPSB is requesting that you partner with DBE Vendors, as a first initial source for
said services/products. All of the identified DBE forms, within the Instructions to Proposers
require: Authorized Signatures and notary. If a company cannot meet the goal established in
the solicitation you must, at a minimum, show qualitative and quantitative evidence of Good
Faith Efforts to attain DBE Participation. Again, the ability or desire of the Consultant/Prime
Contractor to perform the work of a contract with its own organization does not relieve the
Consultant/Prime Contractor’s responsibility to make a Good Faith Effort, to achieve the
owner’s DBE contract goal. (Please review DBE Policy & Provisions for additional
information.)
