This Addendum No. 1 is issued pursuant to Homecomings' reserved rights under Section 4.03 of the RFQ and
is hereby made part of the RFQ. It (1) amends certain provisions of the RFQ as described in Section 1 below,
and (2) responds to written questions submitted by prospective respondents on or before the September 1,
2026, question deadline, as described in Section 2 below. Except as expressly modified by this Addendum, all
other terms, conditions, requirements, and deadlines of the RFQ remain unchanged and in full force and
effect. Respondents should acknowledge receipt of this Addendum in their Statement of Qualifications cover
letter.
SECTION 1
RFQ AMENDMENTS
Section 1.02 of the RFQ states that, through this RFQ, Homecomings "also intends to establish a pool of pre-
qualified firms from which it may select Owner's Representatives for future development projects." This
Amendment formalizes and clarifies how that pool will be used, so that Homecomings can meet its Owner's
Representative staffing needs across its development pipeline without conducting a separate procurement
for each individual future project.

"(b) Evaluation & Award. A review committee will score all submittals passing threshold review using the
matrix in Section 3.01. Homecomings anticipates qualifying three (3) to five (5) firms through this RFQ.
Following scoring, Homecomings will assign each of the three projects identified in Section 1.03 to a qualified
firm and negotiate contract terms and final pricing with that firm. If negotiations fail for any reason,
Homecomings may proceed to negotiate with the next-ranked qualified firm. Homecomings may award more
than one of the three named projects to a single firm.
Firms qualified through this RFQ will also constitute Homecomings' qualified pool of Owner's Representative
firms for its current and future development projects generally, for the duration of the qualification period
described in Section 4.01 (approximately five (5) years from award). Use of this qualified pool is intended to
satisfy Homecomings' Owner's Representative procurement needs during that period in lieu of conducting a
separate competitive solicitation for each individual future project.
For additional projects that arise during the qualification period beyond the three named in Section 1.03,
Homecomings will request short-form proposals (a task order competition) from firms in the qualified pool,
rather than issuing a new public solicitation, and will select among those proposals using evaluation criteria
consistent with Section 3.01, tailored as needed to the specific project. Homecomings may award a task order
to any qualified firm, may award task orders for more than one project to the same firm, and may decline to
award a task order to any respondent."

AMENDMENT 1
SECTION 3.02(B), EVALUATION & AWARD - RESTATED IN FULL

To the extent Section 4.01's reference to Homecomings selecting qualified firms for additional projects "at its
sole discretion" is inconsistent with the task order process described above, Section 4.01 is conformed to and
superseded by this Amendment. All other provisions of Section 4.01, including the approximately five (5)-year
qualification period, remain unchanged.
This Amendment does not change the scoring matrix in Section 3.01, the threshold review requirements in
Section 3.02(a), or any other provision of the RFQ except as expressly stated above.
The submittal deadline of 4:00 PM PST, Thursday, September 10, 2026 (Section 2.02) is unchanged, and the
Intent to Respond period is not being reopened. Respondents who have already submitted, or intend to
submit, a Statement of Qualifications are not required to resubmit or revise their submittal solely as a result
of this Amendment; a respondent may, at its option, supplement its submittal prior to the deadline to
address the expanded scope described above.
SECTION 2
QUESTIONS AND RESPONSES
Questions received have been consolidated below by subject without attribution to a specific firm, consistent
with Homecomings' practice of distributing all questions and responses equally to every firm that has
submitted an Intent to Respond.

QUESTION 1
Section 1.04 directs respondents to Exhibit A for the Architect and Civil Engineer assigned to each project.
Exhibit A as posted with the RFQ does not include this information - please clarify.
RESPONSE
Homecomings acknowledges this gap in Exhibit A as posted on August 20, 2026. The Architect and Civil
Engineer of record for each project will be provided directly to the firm(s) selected through this RFQ at the time
of engagement for that project. This information is not required to submit a complete, responsive Statement of
Qualifications, and its absence from Exhibit A does not affect the September 10, 2026 submittal deadline or any
other requirement of the RFQ.
QUESTION 2
Is it Homecomings' intent to award all three projects - Twelve Gardens, Pasteur Court, and Santa Clara
Apartments - to the same Owner's Representative firm?
RESPONSE
No single outcome is predetermined for the three named projects. Per Section 3.02(b) of the RFQ (as restated
in Amendment 1 above), Homecomings will assign each of the three named projects to the firm determined
most advantageous for that project based on the scoring matrix in Section 3.01. Homecomings may award
more than one of the three named projects to a single firm, or select a different Owner's Representative for
each. Firms submitting for more than one project will be scored separately for each project, as stated in Section
3.01. See Amendment 1 above regarding how additional future projects beyond these three will be assigned
among the qualified pool.
QUESTION 3
Can Homecomings share which Ventura Housing project managers will be assigned to each project?
RESPONSE
Project manager assignments for each project have not yet been finalized. Marco Valencia will continue to
serve as the sole point of contact for all communications regarding this RFQ, per Section 4.03(a), through
contract award.
QUESTION 4
Exhibit B states that claims-made insurance policies will not be accepted. Does this restriction apply to
Professional Liability (Errors & Omissions) coverage, or is a claims-made Professional Liability policy
meeting the required limits acceptable?
RESPONSE
The restriction applies to all coverages required under Exhibit B, including Professional Liability (Errors &
Omissions) insurance. Claims-made policy forms will not be accepted for any required coverage. Respondents
should confirm their ability to procure Professional Liability coverage on an occurrence basis, consistent with
Exhibit B, prior to submitting a Statement of Qualifications, and should raise any anticipated difficulty obtaining
occurrence-form Professional Liability coverage in their submittal so it can be considered during evaluation.
QUESTION 5
For purposes of developing realistic staffing assumptions and Not-to-Exceed fee estimates, can
Homecomings provide its anticipated level of Owner's Representative involvement during construction for

PASTEUR COURT CONSTRUCTION ANTICIPATED MARCH 2027
Entitled (Director's Permit approved March 18, 2026, exempt from CEQA). Outstanding milestones include award
of 9% Low Income Housing Tax Credits (application planned for the second round of 2026), finalization of
construction financing, General Contractor selection and GMP development, and building permit issuance.
TWELVE GARDENS CONSTRUCTION ANTICIPATED 2027
RAD Section 18 Blend application submitted, awaiting HUD approval of the Commitment to Enter into a Housing
Assistance Payment Contract (CHAP). NEPA Part 50 review, the RAD Property Condition Assessment, appraisals,
and architectural assessment and design are in process. A CDLAC 4% bond allocation application (not to exceed
$75,000,000) was authorized by Board resolution on August 26, 2026.
SANTA CLARA APARTMENTS CONSTRUCTION ANTICIPATED APRIL 2027
Entitled (Director's Permit MDR-12-23-0031 approved May 23, 2024 via SB 330, exempt from CEQA). Outstanding
milestones include award of 9% Low Income Housing Tax Credits (application planned for the second round of
2026), finalization of construction financing, General Contractor selection and GMP development, and building
permit issuance.
ACKNOWLEDGMENT
This Addendum No. 1, including the amendments described in Section 1 and the questions and responses in

each project beyond the minimum weekly site-observation requirement, including anticipated OAC
meeting frequency and on-site presence?
RESPONSE
Beyond the minimum stated in Section 1.06, Item 16 - jobsite observations no less than once per week per
active construction site once site activities have commenced - the specific level of Owner's Representative
involvement, including OAC meeting frequency and on-site presence, will be established for each project in
that project's Professional Services Agreement (or, for future projects assigned under Amendment 1 above, in
that project's task order). This will be informed by the awarded firm's proposed approach and Homecomings'
review of that project's specific needs. Respondents should size their staffing plan and fee estimate using the
Section 1.06 minimum and the project descriptions in Exhibit A, and should clearly state any additional
assumptions underlying their Not-to-Exceed fee estimate, consistent with Section 2.03, Item 5.
QUESTION 6
At the anticipated Owner's Representative Notice to Proceed, what design phase is each project expected
to be in, and which major pre-construction milestones are expected to remain outstanding - including
permitting, contractor selection, GMP development, and financing closing?
RESPONSE
Design phase and outstanding milestones vary by project, consistent with the project descriptions in Exhibit A,
and will be confirmed directly with the selected firm at Notice to Proceed. In summary:
PASTEUR COURT CONSTRUCTION ANTICIPATED MARCH 2027
Entitled (Director's Permit approved March 18, 2026, exempt from CEQA). Outstanding milestones include award
of 9% Low Income Housing Tax Credits (application planned for the second round of 2026), finalization of
construction financing, General Contractor selection and GMP development, and building permit issuance.
