QUESTIONS & ANSWERS
Addendum No. 1 has been issued for the RFP pertaining to Program Year 2024 Community
Development Block Grant Program Activities CONTRACT #: CY-COM-0005-24 for the County
of Somerset, February 28, 2024 and has been delivered as an electronic transmission to all
eligible vendors who have received bid specifications.
Copies of Addendum No. 1 are available at the following location: County of Somerset,
Administration Building, Purchasing Division, 20 Grove Street, Somerville, New Jersey 08876
during regular business hours Monday Friday, 8:30 a.m. 4:30 p.m., or on the Somerset
County website at www.co.somerset.nj.us.
TO ALL CONCERNED:
The original RFP package for the above referenced project is amended as noted in Addendum
No.1.
Clarifications:
Clarification #1: The maximum aggregate request amount in 1. Introduction” on page 3
should be $125,000. It should also be updated to $125,000 in Section 2.10 on page 11, and
in “CDBG Funds Requested” on the first page of the applications, pages PF/I 1 and PS-1.
Clarification #2: The Mandatory Presentation date in “2.1 Schedule” on page 3 should be
May 8 and 9, 2024.

Clarification #4:Section 2.8.13 shall be replaced with the below Section 2.8.13R
2.8.13R
Disclosure of Investment Activities in Iran P.L. 2012, c.25
P.L. 2012, c.25 prohibits State and local public contracts with persons or entities engaging
in certain investment activities in energy or finance sectors of Iran. P.L. 2022, c.3 prohibits
the award, renewal, amendment, or extension of State and local public contracts for goods
or services with persons or entities engaging in prohibited activities in Iran. Bidders must
indicate if they comply with the law by certifying the form. Pursuant to N.J.S.A. 40A:11-2.1
the County is required to notify the New Jersey Attorney General if it determines a false
certification has been submitted.
Questions & Answers:
Question #1: Is this the same or a separate funding source than Somerset County? Can
funding be used to fill gaps on projects that receive funding from Somerset County?
Answer #1: This is a separate funding source than Somerset County. These funds are from
the U.S. Department of Housing and Urban Development (HUD). If a project is eligible for
CDBG funding, then it can potentially receive CDBG funding, regardless of what the other
sources of funding are contributing to the project’s budget.
Question #2: How can we identify what types of projects that have been funded in the past?
Answer #2: On the Somerset County website, go to Community Development CDBG and
HOME Consolidated Action Plan webpage
(https://www.co.somerset.nj.us/government/human-services/community-
development/cdbg-and-home/consolidated-action-plan). Click and read the Action Plans
and Five-Year Consolidated Plan to find out what kinds of projects were funded in the past.
Question #3: Are letters of support required?
Answer #3: Letters of support are not required. Municipal certification is required.
Question #4: Are disabled children (under 18) eligible beneficiaries for a CDBG project?
Answer #4: Disabled children are not a categorically eligible group. If the beneficiaries of a
CDBG project are disabled children, these children would also need to be income-certified
via a client declaration form.
Question #5: Are virtual services acceptable? If so, would the project application only need
to receive one municipal certification?
Answer #5: Virtual services are acceptable if the substance of the service meets all the
criteria to be a CDBG project. Municipal certification should be obtained from the
municipality of the organization’s physical location in Somerset County.
Question #6: What do you mean by quantifiable increase in an existing public service?
Answer #6: “Quantifiable increase in an existing public service” refers to when a public
service project either increases the number of beneficiaries receiving an existing service or
increases the number of services to a set of beneficiaries that are already receiving services
or both. This designation is just a nuance to compare to service projects that provide a new
service or other service projects that continue to fund existing services with no changes to
services or anticipated beneficiaries. Regardless, all CDBG projects must have an
identifiable number of beneficiaries, which gets reported to HUD.
Question #7: If the project takes place at a pool in Hillsborough, but the only beneficiaries
will be children from Manville, where should the municipal certification be obtained?
Answer #7: Obtain the municipal certification from where the project is located. So, in this
case, municipal certification needs to be obtained from Hillsborough.
Question #8: Even though parking lots are not eligible for CDBG funding, would it be an
eligible project to asphalt an area so that children in wheelchairs can participate in activities
or have a safe place for vehicular drop-off/pick-up?
Answer #8: Per the RFP, page 17, “Public Facility (PF): Acquisition, construction,
reconstruction or rehabilitation of eligible parks, community centers, or facilities that
provide social services to low/moderate income persons or groups that are categorically
eligible. The category excludes buildings for the general conduct of government, firehouses
and parking lots.Per the RFP, pages 15 16, projects must meet one of the following
objectives: A. LIMITED CLIENTELE ACTIVITY or B. AREA BENEFIT - LOW/MODERATE
INCOME AREA (LMA) or C. CATEGORICALLY ELIGIBLE. Therefore, parking lots would not
be allowed and recreation areas would be subject to identified objectives.
