Meeting Minutes:
- Opening and introduction of Engineer and County Personnel
Scott – Start of the explanation of Project and funding sources requirements
- Labor Standards explanation
Scott – Project specifics explanation starting with the bid documentation and spec book
- Bid opening date stated (05/14/26 2:00 pm.) including explanation of bid drop off and bid
opening procedure
- Last Questions must be sent by 04/23/26 5pm on civcast.
- Explanation of bid submittal checklist
- Explanation of bid schedule, -$40,000 contingency and, %5,000 Testing allowance are to be
added to the contractors bid price
- Explanation of bid form required for a complete bid
- Explanation of bid acknowledgement and calendar day estimation
- Brief explanation of bidder’s qualification
- Explanation of section 3 documentations
- Explanation of the spec notes, and acknowledgement that an addendum will be made after
the last question deadline.
- Explanation of in the instance of overlapping requirements the most stringent requirement
takes priority.
- Talk of the possibility of reusing the existing handrail
- Discussion on closing the bridge area as a second entrance is available for use.
Demi - Talked about the Sam.gov requirements and that proof that application to the registry is started
at the time of bid if bidder is not yet listed on the site.
- Discussion of subcontractors.
Scott - Discussion on foundation piles and span of channel
- Explanation that engineer will work with contractor on the tides and location for the erosion
prevention mat
- Explanation of the 22 ft bridge slab with pedestrian walking lane.

Question – Question on the size of the I-beams for the span as certain sizes will take additional time for
delivery.
Question - Question on painted steel note differing from specs.
Question – Question on the possibility of coating the beams, exact beams and coating would need to be
submitted and approved by engineer.
Scott - Discussion on planned concrete structures.
- Explanation on what would happen if rainwater was to get into the drill shaft before the
concrete was poured.
- Explanation on that if a cave-in were to happen to the holes it may require a clean out before
pouring.
Question – Can the CAM method or prestressed concrete pilings be used instead for drill shafts?
Question – Will the Engineer provide control points? – Engineer will provide control points to
contractor
Scott - Explanation on the length of the beams being 49’-10”
- Explanation on the type of guard rails for the bridge. @ TxDOT traffic rails, 1 TXDOT
pedestrian rail.
- Explanation that the demolition for the project is one bid item. The county will confirm
disposal location of creosote treated timber.
- Contractor will need to coordinate with the county about checking for power onsite.
- Reminder that the work area is partially over water so storm water from the construction
activities is a concern.
- Explanation of possible laydown area for materials / equipment.
No Further questions were asked regarding the plans and specifications and the meeting was adjourned.
