Answers to Questions RFP Concessionaire Services at Quad Cities International Airport

Please find the following answers to all questions submitted for the Metropolitan Airport
Authority RFP Concessionaire Services at Quad Cities International Airport opportunity.
1. On page 19 of the RFP it states: Any Addendums issued are to be considered a part of
this RFP document. Therefore, receipt of all Addendums issued during this RFP must be
acknowledged with your Response. Will you please confirm where the acknowledgments
are to be included in the proposal?
Acknowledgement of all/any addendum/s issued should be submitted as part of any final
response to the RFP. There is no specific requirement as far as which section, just that a
proposer acknowledges they have all the addendum/s.
2. Will you please confirm the term?
The term will be negotiated with the successful respondent and in part commensurate
with the level of investment.
3. Will you please provide the Contractor Verification forms?
The Contractor Verification forms language refers to the references that must be
provided with the proposal. There are no other forms required in this RFP to meet that
language.
4. Will you please confirm if vending is part of this opportunity?
Vending is part of this opportunity.
5. Would the Authority consider a proposal for a new airport lounge to expand passenger
choice, enhance sense of place, and increase non-aeronautical revenue?
The Authority is not currently soliciting proposals for a new airport lounge.

6. How much space (sq ft) would be available for a lounge at MLI's airport terminal?
The Authority is not currently soliciting proposals for a new airport lounge.
7. Which solicitation path should we follow (current concessions vehicle vs. separate
RFP/RFQ vs. unsolicited proposal)?
As the Authority is not currently soliciting proposals for a new airport lounge, the
solicitation path would be unsolicited proposal.
8. May the Authority accept a stand-alone proposal (or short pilot) for Commercial Audits &
Analytics / Airport Media performance?
As the Authority is not currently soliciting proposals for a audit/analytics or airport media
performance, the solicitation path would be unsolicited proposal.
9. What is the appropriate procurement channel (professional services, concessions
support, or other) and the required format/timeline?
As the Authority is not currently soliciting proposals for a audit/analytics or airport media
performance, the solicitation path would be unsolicited proposal.
10. How should we formally express interest / register for each track (lounge concession and
consulting)?
As the Authority is not currently soliciting proposals for a new airport lounge the
solicitation path would be unsolicited proposal.
11. Are there pre-submittal meetings or presentation opportunities we should plan for?
There are no pre-submittal meetings required for this solicitation. Interviews are
anticipated after the written proposals are reviewed. However, depending upon the
number and qualifications of respondents, The MAA may elect to select directly from the
Proposals or may develop a shortlist of the most qualified firms/teams and invite them
for personal interviews prior to the final selection. Interviews will provide the submitting
firm with an opportunity to identify its operation team and provide the MAA with an
overall outline of its approach to operation. Interviews Page 21 of 23 October 27, 2025
will also be used for time to allow the MAA to ask questions with respect to the RFP
submittals. The interviews are expected to be no longer than one hour in length.
12. Could you please confirm the preferred submission method (email, portal, and any
page/attachment limits)?
Interested firms should submit three (3) printed copies and one electronic copy of their
Proposal on an email together in a sealed package to:

Completed proposals must be received in the offices of the MAA no later than 3:00pm,
December 3rd, 2025. Material received after that time will not be considered.
13. Would you be able to provide us with Revit or CAD files for the post security (airside)
bar/restaurant and the mobile bar?
Revit files for the post security (airside) bar/restaurant and the mobile bar are available
by emailing jgoetz@qcairport.com. These files will be available until 3:00 p.m. on
December 3, 2025.
14. Would you also be able to provide us with the food and beverage sales data for the last
3 years? Broken out between the alcohol and food would be great if you have that
information.
The Authority does not have a breakout between alcohol and food and beverage. Below
are the gross sales dating back 10 years.
