Addendum #1 Lift Station SCADA System Replacement Project

SUBJECT: RFP 26-016 Response to Questions
1. Are local HMIs (touchscreen/display) required at each lift station, or will centralized or cloud SCADA
be sufficient?
a. Local HMI is required at each lift station.
2. Regarding the selection of the most suitable equipment for this industry, the RFP documents do not
include minimum technical specifications, approved manufacturers, or specific models required. Could
you please provide this information?
a. No specified requirement; proposer's recommendation.
3. Does the Village have any required or preferred PLC/RTU brands, models, or specifications for the new
system?
a. No specified requirement; proposer's recommendation.
4. We recommend the use of two separate enclosures at each station - one dedicated to the pump motor
starter and another for the control and communications equipment. Please confirm whether this is a
Village requirement.
a. This is not a Village requirement but is acceptable.
5. What type of enclosure mounting is required at each station - wall-mounted on a structural support,
or pedestal-mounted on a concrete base?
a. No specified requirement; proposer's recommendation.
6. What enclosure material (stainless steel SS316 or SS304) and NEMA rating are preferred or required?
a. 316 Stainless Steel and NEMA 4X preferred.
7. What radio equipment, frequencies, antennas, towers, repeaters, or cellular equipment currently exist
and need to be reused? Please specify.
a. No radio equipment, antennas, or cellular equipment should be reused from existing equipment
as it pertains to the SCADA System. All existing equipment that is currently in use providing an
Ethernet connection will remain.

8. Please specify the radio communication frequency and spectrum type required for this project-such
as 5 GHz (Unlicensed/Free, requiring clear line of sight), 900 MHz (Unlicensed/Free, with high foliage
penetration), or 450 MHz (Licensed, requiring a government permit)-as well as any physical obstacles
or terrain conditions that might obstruct the direct path between the communication points.
a. If Radio is used it should be 900 MHz unlicensed. It is the proposer's responsibility to determine
any physical obstacle or terrain conditions that may impact radio functionality if proposed.
9. In the case of a locally hosted SCADA platform option, does the municipality have the space to install
a workstation, UPS, and Internet access?
a. Yes, at the Public Works Garage.
10. Could you please confirm if a redundant SCADA system is required for this project? Please keep in
mind that implementing high availability will imply additional software licensing for real-time server
synchronization, as well as redundant hardware components (such as a secondary backup server and
dual network switches) to eliminate any single point of failure.
a. A redundant SCADA system is not required for this project but may be part of the proposal.
11. What is the required historical data retention period (e.g., 1 year, 3 years, indefinite)?
a. 5 years minimum.
12. Is there a preferred bollard specification (fixed, removable/foldable, decorative), or is it purely
functional/protective?
a. Fixed bollard; functional and protective of enclosures.
