Bidders of the above-captioned project are hereby notified of the following addendum to the bid specifications for the
Degnan Park Community Garden and Outdoor Fitness Area Improvements, issued on March 9, 2026, are hereby made a part
of the Contract Documents. Contractors shall acknowledge this clarification as part of their bid submission. Failure to do so
may subject the prospective bidder to disqualification.
I. Site Amenities Specifications: The construction details reference a Patterson Williams bench and a GameTime shade
structure, while the specifications call for a Custom Fabrication bench and Shade Concepts shade structure.
Please clarify which manufacturer/product should be used for bidding.
Contractors shall be advised to bid on the Patterson Williams bench and GameTime Shade Structure.
II. Synthetic Turf Detail: Spec sections 321800 and 321814 address the 6"x18" perimeter curb, 10" stone base, and
geotextile fabric required for the construction of the synthetic turf system; however, no construction detail or section
for the synthetic turf area is provided on the plans. Additionally, no drainage system or outlet for the turf base is
indicated.
Please provide the applicable construction detail and clarify the intended drainage provisions for the turf system.
The details for the synthetic turf system have been included below. The 10" stone base is comprised of an 8" layer
of drainage stone and a 2" layer of finish stone.

SECTION 133123 - TENSILE FABRIC STRUCTURES
PART 1 GENERAL
1.1 RELATED DOCUMENTS
A. Drawings and general provisions of the Contract, including General and
Supplementary Conditions and Division 1 Specifications Sections, apply to this
Section.
1.2 WORK INCLUDED
A. Steel cables.
B. Fabric Membrane.
C. Joints, reinforcement.
D. Rough hardware.
1.3 RELATED WORK
A. Structural Steel is specified in the current Standard Specifications.
B. Painting is specified in the current Standard Specifications.
1.4 SCOPE
A. Tent structure.
B. The scope covers the construction of tensile structures, supporting steel work, plates,
cables, and hardware, and any miscellaneous steel and rigging items required for the
erection of the structure.
C. Work outlined by these plans and specifications consists generally of construction as
follows:
1. Fabrication of main tensile structure membrane, supporting steelwork, cables
and connection hardware.
2. Shipping and delivery to site, and all installation on-site of all items and
components until all systems function smoothly, and structure is fully pre-
stressed to prescribed levels including all labor, materials, facilities and
equipment required.
1.5 CONSTRUCTION DAMAGE
A. To ensure against possible damage to the membrane and/or steel structures, the
Contractor will provide adequate protection both on job site and during transport. In
the event that damage does occur, the Contractor will repair it to the satisfaction of
the Owner at no additional cost to the Owner.
1.6 BUILDING CODE
A. These plans have been prepared in accordance with the UBC and the American
National Standard Institute; "Minimum Design Loads For Buildings and Other

Structures", ANSI A 58.1 - 1982. All work shall be performed in accordance with these
codes, and local requirements.
1.7 COORDINATION
A. All work shall be coordinated with architectural and structural drawings. Conflicts in
dimension and interference shall be directed to the Architect prior to
commencement of construction work.
1.8 SCHEDULE AND PROGRESS REPORT
A. The Contractor will develop a schedule and a progress report method acceptable to
the Engineer for submission at the preconstruction conference.
1.9 INSPECTION AND MAINTENANCE
A. The Contractor shall make provisions to have Key Personnel attend warranty and
maintenance inspections along with the Engineer, and appropriate representative of
the Owner.
B. The Contractor attending these inspections will be prepared to undertake all
required warranty re-work and prestress maintenance adjustments. Further, the
contractor will provide equipment required by the engineer to determine prestress.
1.10 PROJECT CONDITIONS
A. Should the Contractor find at anytime that the existing conditions make modifications
in requirements necessary, he shall promptly report such matters to the Engineer for
consideration and decision.
1.11 SUBMITTALS
A. The following items require submittal of shop drawings to the Engineer/Engineer for
review and approval:
1. Structural steel and connection hardware including types of materials, sizes
and weights of members, locations, and details.
2. Cables and fittings and fabric seal details.
3. Design calculations.
B. The Contractor shall be responsible for any of the discrepancies, errors or omissions
in the drawings, calculations and other particulars supplied by him, whether such
drawings have been approved by the Engineer or not. The Contractor shall obtain
authorization to start fabrication. Such authorization will not be given before all shop
drawings are checked and approved.
1.12 WARRANTY
A. The fabric is to be provided with an extended prorated 5 year warranty, coverage
commencing upon substantial completion. A specimen copy of the manufacture's
proposed warranty is to be included with the bid.
B. Warranty is to cover full material cost only of the membrane for required replacement
due to excessive deterioration, fading, mildew, delamination, cracking, crazing,
exudation or the loss of structural properties.

1.13 DEFINITIONS
A. "ASTM" denotes American Society for Testing and Materials.
B. "Documents" denotes any drawing, schedule, data sheet, instruction or the like issued
by the Owner.
C. "Testing Authority" denotes an independent organization nominated by the Owner
and approved by the Engineer, fully equipped to carry out all tests and checks required
by this Specification.
D. The definition of wire, strands and rope is given as "Manual for Structural Applications
of Steel Cables for Buildings" 1973 Edition.
1.14 OWNER'S APPROVAL
A. Any approval given by the Owner in pursuance with this specification shall not be
deemed in any way to relieve the Contractor of any of his liabilities, obligations or
responsibilities under the Conditions of this Contract. Errors or omissions in executed
work, Contractor's workshop drawings or any other part of the Contractor's work shall
remain the responsibility of the Contractor whether approved by the Owner or not.
1.15 REFERENCE STANDARDS
A. "Specifications for Design, Fabrication and Erection of Structural Steel for buildings"
of the American Institute of Steel Construction (AISC).
B. AISI "Manual for Structural Applications of Steel Cables for Buildings", latest edition.
C. "Code for Welding in Building Construction" of the American Welding Society (AWS).
1.16 DESIGN AND COMPLIANCE WITH SPECIFICATION
A. The design of the cable works shown in the contract documents has been prepared in
accordance with the Manual for Structural Application of Steel Cables for Building,
AISI; 1973. Any design work carried out by the Sub-Contractor shall conform to the
AISI, unless otherwise instructed.
1.17 VARIATIONS
A. No variations to the specification or drawings may be made without approval.
B. The Contractor shall submit details of and reasons for any proposed variations from
this specification, the drawings, and/or the Owner's written or drawn instructions.
1.18 MATERIALS
A. All materials shall be of first class quality, suitable for the purpose specified, and shall
comply with appropriate National Standards, where such exist, unless otherwise
specified.
1.19 WORKMANSHIP
A. All workmanship shall be of the best quality, suitable for the purpose specified and
shall comply with the local city code and the appropriate National Standards or Codes
of Practice, where such exists, unless otherwise required.
