ADDENDUM NO. ONE (1)

TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE, SIGNED, WITH YOUR BID SUBMISSION.
NOTICE
It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Laurinda Micheels, Contracts Specialist, Bureau of Design and Construction, 3800 Commonwealth Blvd., MS #520, Tallahassee, Florida, 32399-3000. Failure to do so may be grounds for rejection of the Bid.

The following statements supersede & supplement the corresponding items in the specifications & drawings:
1. Question: Can you provide clarity for the sod type for this project?
Answer: Sod will be Centipede.
2. Question: What type of sod is desired referenced on page 19 & 21?
Answer: Sod will be Centipede.
3. Question: What type of seeding is required after the FDR on page 22? Page 22 of the plans item #2 under general notes states “contractor to verify species to be planted with the local park biologist for areas shown ….” If these trees are part of the general contractors’ scope, please provide a size and some options for the species to be planted.
Answer: Per the FDEP District 2 Biologist: The eastern section of pavement removal (entrance drive) can be seeded with native bahia grass and stabilized with hay or hydroseeding as specified in the general Landscaping notes. The western area of pavement removal, in the old parking lots, has a fair amount of canopy cover from the parking lot islands. We do NOT want bahia grass or other non-native turfgrasses seeded in these areas. In these areas we would like to have brown top millet or winter rye grass (may be determined by season of the year) seeded in as a temporary cover planting for stabilization. Weedy natives from the adjacent parking islands and the leaf fall from the trees will provide additional stabilization as the millet and rye grass die off or decline over time. The contractor should coordinate with the FDEP Project Manager and Biologist during construction. There are no trees included in the contractor’s scope for this project.
4. Question: Verify 6" thermoplastic for all parking lot striping including handicap stalls and typical parking.
Answer: Correct.
5. Question: How deep is the FDR on page 22? Have core samples been processed and collected?
Answer: Full depth removal shall be to the bottom layer of the base material. Cores were pulled for the road adjacent to the areas being shown to be removed. See geotechnical report from ECS dated April 30, 2025, for more information on cores.
6. Question: Are we installing or replacing any wooden bollards or fencing?
Answer: There are no proposed bollards or fencing being installed in the plan set. The Contractor shall protect existing items that are not called out to be removed.
7. Question: In the areas of parking lot and road removal, will backfill be required? If so, to what elevation?
Answer: Backfill will be placed to match existing top of pavement grades for all areas where pavement will be permanently removed.
8. Question: The drive aisle to access the parking lots - is their curb intended for the outside of this roadway? There is a note on site plan 4 that states to provide a 3’ curb transition; however, the curb along this side is not called out. Please clarify.
Answer: Yes, there is curb proposed for the outside of the roadway.
9. Question: Is there additional clearing anticipated within the existing curbed islands that will be necessary for construction of the new curbed islands?
Answer: No, there is no anticipated additional clearing within the existing curbed islands outside of the limits needed to place asphalt and/or curb.
10. Question: How much of the existing parking area can be shut down to work in at any given time?
Answer: The park will remain open; coordination of parking area shutdowns must be coordinated with the BDC Project Manager and Park. BDC anticipates 2 sections of sequencing (lower and higher parking areas).
11. Question: Will work be allowed at night?
Answer: Yes, coordination with the BDC Project Manager will be required.
12. Question: What percentage of the parking area needs to be left open for visitor parking?
Answer: The contractor should provide a construction sequencing plan and provide it to the FDEP Project Manager, prior to construction, for approval.
13. Question: The plans call out to "Mill and Leave" in the paved area to be resurfaced. The "Paving Notes" say "5. Contractor is to compact milled asphalt that is left in place to the required compaction rate for base material as provided in the geotechnical report by ECS, LLC dated May 2, 2024." What testing method is required to prove density?
Answer: Contractor shall provide testing method that is in accordance with the FDOT Standard Plans/Specifications for base materials to prove that the density of the milled asphalt meets requirements.
14. Question: Is tack/prime required on the millings left in place? If so, what is the required spread rate?
Answer: Tack/Prime shall be used at a rate of 0.1 Gal/SY and in accordance with FDOT Standard Plans/Specifications. All Tack/Prime preparation and work will be considered incidental to the asphalt paving operation. See paving notes for additional information.
15. Question: Are there cross slope requirements for the new asphalt?
Answer: The Contractor shall provide a 1% cross slope for the semi-truck and RV route to grade so that the side of road located nearest to the parking lots shown to be removed (west side of road) is the lower side. Contractor shall match the existing cross slope of adjacent asphalt for areas where other improvements are shown within the parking lots.
16. Question: Is there a project where the mill and leave in place method has been used before that we can inspect prior to providing a bid for the project? Our concern is that the thin layer of millings will not bond well and provide an unstable base and could allow sliding of the new asphalt.
Answer: See response to question 14 regarding concerns about sliding of the new asphalt on top of the proposed compacted asphalt millings.
17. Question: Several signs show remove and replace on the plans. Are we to reinstall the existing signs or should we provide new signs?
Answer: Contractor shall reinstall the existing signs for those shown to be removed and replaced.
