The Economic Development Authority of the City of Newport News (the “City” or "EDA") is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Friday, April 17, 2026 at 5:00 pm (local prevailing time).
The purpose of this Request for Proposals (RFP) is to solicit redevelopment proposals from qualified developers for the adaptive reuse of the West Avenue Library, owned the City of Newport News (“City”) and located at 2907 West Avenue, Newport News, Virginia 23607 (Parcel ID # 310040107). This solicitation is being initiated by the Economic Development Authority of the City of Newport News, Virginia (EDA), on behalf of the City.
The West Avenue Library is located within the heart of Downtown Newport News. It was the City’s first public library, constructed in 1929 and in operation until 2013. The building has since sat vacant.
The property offers strong potential for adaptive reuse to meet emerging community and market needs. Positioned at the heart of ongoing revitalization, the West Avenue Library presents a unique opportunity to complement City and military-led initiatives, as well as private housing and retail investments shaping Downtown Newport News. The library is located within two blocks of Newport News Shipbuilding (NNS) and the NNS Apprentice School.
In 2005, the building was placed on the Virginia Landmarks Register and the National Register of Historic Places, making the property eligible for historic rehabilitation tax credits. This designation increases redevelopment feasibility and supports the long-term preservation of this architecturally and culturally significant site.
In collaboration with the Virginia Department of Environmental Quality (VDEQ), the City has conducted environmental testing, building assessments, and community outreach to support redevelopment. Related documents produced from these activities have been included as attachments to this RFP. While the work completed by VDEQ and its contractors has established a foundation for potential adaptive reuse of the property, the City and EDA are open to creative and imaginative redevelopment concepts that align with the goal and priorities for Downtown Newport News.
