There will be a Pre-Submittal site visit at 10:00 a.m. on Monday, October 27, 2025, at the Enfield Annex, 124 Maple Street. All interested respondents are encouraged to attend.

The Town of Enfield reserves the right to accept or reject any, all, or any part of proposals, to waive formalities or informalities, and to make an award that is deemed to be in the best interests of the Town.

1.0 INTRODUCTION AND OBJECTIVE
This Request for Proposal (RFP) is issued by the Town of Enfield ("Town") to solicit proposals from
qualified entities for the Adaptive Reuse of the Town of Enfield Annex, formerly Enrico Fermi High
School, located at 124 Maple Street in Enfield, Connecticut. The Town is seeking respondents with
the capacity to successfully preserve and repurpose portions of the existing structure as part of a
proposed redevelopment project.
The Town has identified a range of potential uses for the site, including but not limited to, housing
for individuals aged 55 and over, community arts initiatives, public use spaces, educational and
training facilities, healthcare services, and retail or commercial activities. As part of the
redevelopment, the Town intends to retain ownership and operational access to specific amenities on
the property, including the pool, gymnasium, auditorium, pickleball courts, and athletic fields.
The Town seeks to identify a qualified developer or development team-whether for-profit or non-
profit-with the capacity, creativity, and experience to transform the former school into a dynamic and
productive facility. A variety of development approaches are welcome-including full or partial
adaptive reuse, selective demolition, and compatible new construction.
Proposals should align with Enfield's zoning regulations and support the Town's comprehensive
community development goals.
To support successful redevelopment, the Town is open to multiple forms of site control and
encourages respondents to propose a structure that aligns with their financial model, mission, and
long-term vision. Two primary options will be considered: long-term ground lease (e.g., 50 years or
more), which may be particularly appealing to mission-driven developers, nonprofit institutions,
educational partners, or other entities committed to creating lasting community impact.
Alternatively, the Town will consider proposals that involve direct purchase and subdivision of the
property, contingent upon specific redevelopment conditions.
The Town has not established a minimum bid or sale price. Proposals will be evaluated based on overall
project merit, alignment with community goals, development feasibility, public benefits, and the
respondent's capacity to execute the project. Financial terms will be one of several factors in the
selection process.

2.0 RFP POINT OF CONTACT

3.0 TOWN HERITAGE AND IDENTITY
Enfield, Connecticut, is a town rich in history and steeped in New England charm. Enfield was named
and incorporated by the Colony of Massachusetts in 1683 and annexed to Connecticut in 1749. Enfield
has evolved from its tobacco farming roots into a large and welcoming community. The town boasts
historical landmarks such as the Enfield Street Historic District, location of the historical core and original
Town green; Enfield Shakers Historic District, a unique set of historic buildings from when the Shaker's
had a large presence in town; and the Bigelow Hartford Carpet mill and Thompsonville Historic District.
Additional sites include the Old Town Hall Museum, operated by the Enfield Historical Society; the
Hazardville Institute, still in restoration; as well as the Scantic River State Park. Enfield's location along
the Connecticut River made it a hub for commerce and innovation, particularly in the carpet making
industry.
The town is 33.8 square miles with a current population of approximately 45,246. Enfield’s demographics
reflect a mix of families, young professionals, and retirees, all of whom contribute to a community spirit.
The town’s great schools, safe neighborhoods, and variety of housing options make it an ideal place for
families to settle down. Enfield also embraces cultural diversity, celebrating its residents' unique
traditions through various community events.
Enfield offers a strong sense of community, paired with a business-friendly environment that appeals to
entrepreneurs and established companies alike. Its strategic location near Hartford, Springfield, and major
highways make it a prime spot for commerce and commuting. With its welcoming residents and rich
heritage, Enfield is a place where visitors feel at home, new residents thrive, and businesses flourish.
4.0 SITE LOCATION AND SETTING
The Town Annex (the "Site") is located in the northeast
quadrant of the Town of Enfield. The existing EFHS site is
fully developed, containing multiple parking lots, a
network of entrance drives and roads, and a sports complex
comparable to other high schools of this size in
Connecticut. The EFHS site has multiple access points off
two roads, North Maple Street (Connecticut Route 192) to
the west and Moody Road to the north. The main entrance
and majority of parking are located off the North Maple
Street entrance, with the Moody Road entrance serving as
access to secondary parking lots and the lower-level
loading dock. The grading of the site is
moderately sloped, with elevations on the south
side of the building roughly one story (11-15
feet) higher than those on the north side.
5.0 SITE OWNERSHIP
The Town of Enfield is the sole owner of the Site. Ownership is in fee simple title. The building was
decommissioned by the Board of Education in 2016, and ownership was transferred to the Town of
Enfield on March 8, 2016.
6.0 OPERATIONAL HISTORY AND USE
Enrico Fermi High School was constructed in 1971 on a 41-acre parcel acquired by the Town of Enfield
in 1968. The facility served as one of the Town’s two public high schools until its closure in 2016,
following a voter-approved consolidation plan that merged Fermi High School with Enfield High School.
The consolidation was supported by a $103 million renovation and expansion of Enfield High School.
Upon closure, the Enfield Board of Education transferred ownership of the Fermi building to the Town
of Enfield on March 8, 2016. The facility was subsequently renamed the Enfield Municipal Annex and
repurposed for municipal and community use.
Since 2016, the building has housed various municipal and school functions, including:
Town Recreation Department (sports and education programming)
Performing Arts
Community Use spaces
Adult education programs
Flexible storage space
Police Training facility
There are portions of the building which are currently underutilized, including certain technology spaces,
a former planetarium, and some science lab rooms.
The building remains structurally intact and continues to serve as a flexible municipal resource.
7.0 ARCHITECTURAL AND STRUCTURAL FORMER LAYOUT AS A HIGH SCHOOL
The Annex has not been significantly altered
since its decommissioning as a high school. At
the time of its closure it was divided into building
units, referenced by letters A, B, C, D and E.
Unit “A” is a three-story structure that serves as
the main academic wing for EFHS. The three
floor plates are nearly identical, each containing
classrooms around the exterior perimeter with a
lecture hall, offices, support space, and media
center at the core. The media center is a three-
story space, connected by an open, internal stair.
There is also an existing, non-code conforming
elevator located in the core of Unit “A”, directly
adjacent to the connection with Unit “E”.
