The City of Waco seeks a qualified consultant to conduct a comprehensive ADA self-evaluation and develop a transition plan to enhance accessibility across city programs, services, facilities, and digital platforms. The project aims to assess current policies, practices, and physical infrastructure to ensure compliance with ADA requirements and improve equitable access for individuals with disabilities. Key objectives include evaluating citywideADA policies and procedures, reviewing employment practices, codes, contracts, and digital accessibility, and assessing public facilities, parks, and sidewalks for accessibility barriers. The consultant will develop and implement a public engagement strategy to gather input from stakeholders, including individuals with disabilities, advocacy groups, and the broader community.Deliverables include detailed analyses of ADA-related policies, program access, emergency procedures, and staff training effectiveness; on-site accessibility assessments of approximately 100 public buildings, 53 parks, and 1000 miles of sidewalks (to include curbramps); and documentation of barriers using standardized tools and photographic evidence. The consultant will compile and analyze data, prioritize findings, and support the design of a dynamic and integrated tracking system for barrier remediation. As the consultant prioritizes findings, the City desires that the consultant specify which items are required under the ADA versus items that are not required under the ADA but are considered accessibility concerns.A comprehensive transition plan will provide prioritized corrective actions, phased implementation strategies, cost estimates, and timelines. All reports, data, and publicly shared materials must comply with ADA and WCAG 2.1 AA accessibility standards.The consultant shall also provide regular project management, coordination, progress reporting, and presentations at public meetings and City Council sessions to ensure transparency and alignment with City objectives. The final outcome will equip the City with actionable strategies, accessible documentation, and a clear roadmap to achieve ADAcompliance and improve equitable access for all residents.
