ACTIVATE MAIN STREET BROWNFIELD PLANNING PROJECT
The City of Torrington is issuing this Request for Qualifications (RFQ) and Request for Proposals (RFP) to retain a consulting team to conduct the Activate Main Street Planning Study, funded by a Connecticut Department of Economic and Community Development (DECD) Brownfield Area-wide Revitalization (BAR) Planning Grant to complete a comprehensive brownfield planning project focused on Torrington’s downtown and the North End of Main Street Deadline: April 2, 2026, 11:00 AM Questions: 3/16/2026, 12:00 PM No faxed/e-mailed proposals accepted No bids withdrawn for 90 days The City of Torrington reserves the right to award or reject any or all bids, to waive technicalities and to award the bid other than the lowest bid that in the city's judgement will best serve the public interest AN AFFIRMATIVE ACTION/EQUAL OPPORTUNITY EMPLOYER MBEs WBEs AND SBEs ARE ENCOURAGED TO APPLY
