Overview
Summary

Purpose:

The purpose of this solicitation is to select at least one (1) accounting firm to provide professional auditing and related services on an as-needed basis to the City of Winchester. The Contract will be administered by the Finance Department. These services will be provided under separate task orders for each project identified by the City.

This Request for Proposal (RFP), plus the resulting agreement, shall be consistent with, and governed by the Act, the Virginia Public Procurement Act (VPPA). This award may be awarded to one or more firms.

Term of Contract:

The original contract term shall be one (1) year from date of award. The City reserves the right to cancel and terminate this Contract, without penalty, upon ten (10) days written notice to contractor. This contract may be renewed for: four (4) twelve (12) month periods .

Background

The City’s fiscal year 2025 approved budget for the General Fund, including transfers, totals $117.1 million. Of this amount, $36.2 million is a transfer to the Winchester Public Schools (Schools), a discretely presented component unit. The City’s general fund estimated payroll for fiscal year 2025 is $37.8 million, covering over 365 classified full-time employees. The Schools fiscal year 2025 approved budget, including transfers, totaling $96.1 million. The Schools employs approximately 756 full-time staff. Appendix A provides a summary of the fund structure for the City and the Schools.

The City’s Annual Comprehensive Financial Report (ACFR) has been awarded the Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting for thirty-two (32) consecutive years. Copies of the ACFR are available upon request.
