Procurement Details: The Aviation Authority is currently using AirTera's Access Control Computer Based Training (CBT) system. This system is used to train all new employees and retrain all currently badged employees to ensure compliance with TSA 1542 regulations, outlined in 49 C.F.R. Part 1542 (SIDA and non-movement area training). This upgrade includes adding foreign languages, incorporates the new badge design and the Aviation Authority's new branding.

Justification: The AirTera CBT system is proprietary. AirTera is the original designer and installer of the Aviation Authority’s existing CBT system and AirTera has the technical knowledge to support and upgrade the system. AirTera hosts and maintains the system on their servers, and it is integrated with the Aviation Authority's badging identification management system.
Because the AirTera CBT system is proprietary, other contractors would not be able to access the information necessary to support and upgrade this system. Therefore, the use of other companies to perform this work may jeopardize the CBT system's integrity in its entirety.
A new competitive procurement will require replacement of the existing CBT system, which would be extremely cost prohibitive and disruptive to the badging process.

Subject: Access Control Computer Based Training (CBT) Upgrade
Greater Orlando Aviation Authority intends to award a procurement as a Single Source Procurement in accordance with its Policy 450.03, and State of Florida Statute 287.057 (3) (c). Any responses received in reference to this Notice will be for the sole purpose of determining whether a competitive procurement is in the best interest of the Authority. This is not a solicitation, and there is not a solicitation available.
A Single Source Procurement is a purchase that is directed to one (1) source because of standardization, warranty, or other factors, which for justifiable reasons, is found to be most advantageous for the Greater Orlando Aviation Authority , even though other competitive sources may be available. A Single Source Procurement is a non-competitive procurement method.
All are encouraged to complete Section 2. Vendor Response regarding their capability to provide the requested goods or services. All responses and questions must be in writing, submitted electronically via the OpenGov e-Procurement Platform ("Platform").
The determination not to compete this proposed action based on the responses to this Notice is solely within the discretion of the Chief Executive Officer for purchases up to $250,000.00, and at the discretion of the Aviation Authority Board for purchases that exceed $250,000.00.
