Advance Contract Award Notice:

An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier

1.        BACKGROUND:

TC ASD is responsible for the provision of aviation services in support of TC operations as well as those of other federal departments and agencies. ASD’s Technical Services Branch provides maintenance services on several types of fixed wing and rotary wing aircraft. Scheduled and unscheduled maintenance services are regularly required on the ASD and clients’ fleets of aircraft across Canada. The maintenance services are required to ensure continuous safe operation in support of ASD’s mandate.

2.        DEFINITION OF REQUIREMENTS:

ASD has a requirement for inspection, repair or overhaul, test, and recertification by the Original Equipment Manufacturer (OEM) or an OEM authorized aircraft maintenance organization (AMO) to return one (1) Damper Bearing Assembly (P/N 412-010-190-105) S/N LK5086.

Services that may be needed to return the engine, it’s components and LRU components to serviceability

could include the following:

a)        Inspection;

b)        Repair;

c)        Overhaul;

d)        Testing; and

e)        Recertification

3.        CRITERIA FOR ASSESSMENT OF THE STATEMENT OF CAPABILITIES (MINIMUM ESSENTIAL REQUIREMENTS:

All interested suppliers must demonstrate using a statement of capabilities that they meet the

following essential requirements:

MINIMUM ESSENTIAL REQUIREMENTS

#1        The bidder must demonstrate* that it has experience performing all of the following services in accordance with the specifications of the Original Equipment Manufacturer (Bell Textron) on the damper bearing P/N 412-010-190-105:

•        Inspection

•        Repair

•        Overhaul

•        Testing

•        Recertification

*In order to demonstrate meeting this requirement the Bidder must provide documents** that prove their facility is the OEM or an OEM authorized and certified facility to perform the services listed in this criterion.

•        Certification(s)

•        Authorization (s)

4.        APPLICABILITY OF THE TRADE AGREEMENT(S) TO THE PROCUREMENT:

This procurement is not subject to the trade agreements.

5.        JUSTIFICATION FOR PRE-IDENTIFIED SUPPLIER:

Transport Canada intends to enter into a sole source contract with Bell Textron Inc., 450 Industrial Park Road Piney Flats, TN, 37686 USA for the required maintenance services for the damper bearing assembly.

Bell Textron Inc. is the Original Equipment Manufacturer (OEM) and meets all the mandatory minimum essential criteria set out in the Section 3 above and accepts the general terms and conditions 2010C Services Medium Complexity of the resulting contract https://canadabuys.canada.ca/en/how-procurement-works/policies-and-guid… without deviations as requested by Canada.

Should Canada receive a statement of capabilities from a supplier that contains sufficient information to indicate that it meets the requirements set forth in this ACAN, a competitive process will be triggered with a technical and financial evaluation methodology of the bids proposed by potential bidders.

6.        GOVERNMENT CONTRACTS REGULATIONS EXCEPTION:

The following exception(s) to the Government Contracts Regulations is (are) invoked for this procurement under subsection 6 (d) that states “only one person or firm is capable of performing the contract.”

7.        EXCLUSIONS AND/OR REASONS TO INVOKE LIMITED TENDERING REASONS

N/A – the requirement is not subject to the trade agreements.

8.        OWNERSHIP OF INTELLECTUAL PROPERTY:

There should be no intellectual property generated from this requirement. Bell is the OEM and has the rights to access the technical data necessary to perform the required services to the part.

9.        PERIOD OF THE PROPOSED CONTRACT:

The proposed contract is from date of contract award to July 31, 2025.

10.        ESTIMATED COST OF RESULTING CONTRACT:

The total estimated value of the contract is $33,348.00 USD (Taxes extra, if applicable).

12.        SUPPLIERS’ RIGHT TO SUBMIT A STATEMENT OF CAPABILITIES:

Suppliers who consider themselves fully qualified, OEM authorized and available to provide the services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

13.        CLOSING DATE FOR A SUBMISSION OF A STATEMENT OF CAPABILITIES:

The closing date and time for accepting statements of capabilities is 08 May 2025, at 2:00 p.m. EDT.
