NASA/Glenn Research Center (GRC) has a requirement for an ABB MR304SC spectroradiometer, telescope, and the associated software for Glenn Research Center (GRC). Please see the attached Statement of Work for requirements and specifications.
NASA/Information Technology Procurement Office (ITPO) intends to issue a sole source contract to acquire the items from ABB, Inc. The rationale supporting the use of 41 U.S.C. 1901 is only one responsible source and no other supplies or services will satisfy agency requirements at GRC. In accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
The Government intends to acquire a commercial item using FAR Part 12.
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Sara Stuart at Sara.Stuart@nasa.gov and Debbie Matthews at Debbie.R.Matthews@nasa.gov not later than 3:00PM CST on February 6, 2025.
Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
