Bids will be received by the City of Independence, Kansas, at the office of the City Clerk, 120 N. 6th Street, Independence, Kansas, until 2:00 p.m. on Thursday, July 2, 2026, at which time bids will be publicly opened and read aloud.

Bids may be submitted by mail, electronic email or hand delivery to the City Clerk.

The City of Independence, Kansas reserves the right to accept or reject any or all bids, to waive any informalities, irregularities, or technical defects in any bid, and to award the contract in the best interest of the City.

The City reserves the right to inspect the work at any time during the abatement process and to request copies of permits, notifications, manifests, disposal records, and other compliance documentation.

Portions of the affected walls may be covered with paneling, wallpaper, wood coverings, or other finish materials that conceal the underlying ACM-containing surfaces. The Contractor shall remove all coverings as necessary to access and remove the underlying sheetrock, plaster, and associated wall materials.

SCOPE OF WORK
Asbestos-Containing Wall Material Removal
The Contractor shall remove all wall and ceiling materials identified in the asbestos survey as asbestos-
containing materials, including all associated plaster, sheetrock, lath, coverings, and debris necessary
to achieve complete abatement of the identified ACM within the structure located at 212 W. Laurel
Street, Independence, Kansas.
The asbestos inspection report, laboratory analysis, and sampling results are attached and incorporated
into this bid package by reference.
Laboratory testing has identified asbestos-containing material (ACM) within the coating applied to the
sheetrock and plaster surfaces. Portions of the affected walls may be covered with paneling, wallpaper,
wood coverings, or other finish materials that conceal the underlying ACM-containing surfaces. The
Contractor shall remove all coverings as necessary to access and remove the underlying sheetrock,
plaster, and associated wall materials.
All removal, handling, transportation, and disposal activities shall be performed in accordance with all
applicable federal, state, and local regulations, including KDHE requirements for asbestos abatement.
All asbestos-containing waste materials shall be transported and disposed of at a KDHE-approved
landfill authorized to accept such materials.
The Contractor shall provide all labor, equipment, containment measures, personal protective
equipment, transportation, disposal fees, permits, notifications, and documentation necessary to
complete the work in compliance with applicable regulations. The Contractor shall provide all
required containment systems, negative air machines, air monitoring, clearance testing (if required),
and associated documentation necessary to comply with applicable regulations.

Bidders must possess all licenses, certifications, and qualifications required by the State of Kansas and
KDHE to perform asbestos abatement activities. Proof of licensing shall be submitted with the bid.

PROJECT LOCATIONS
1. 212 W. Laurel Street - Independence, Kansas 67301
TIME OF COMPLETION
Work shall commence within fifteen (15) days of Notice to Proceed and be completed within five (5)
days. If the contractor is unable to meet this time frame, please provide your availability and time
frame to abate this property.
INSURANCE REQUIREMENTS
Contractor shall provide proof of General Liability Insurance and Workers' Compensation Insurance.
A minimum of $1,000,000 in liability coverage is required. The City shall be named as an additional
insured.
ENVIRONMENTAL COMPLIANCE
The Contractor shall be responsible for all KDHE notifications, permits, filings, and regulatory
requirements associated with the abatement work. in full compliance with all applicable federal, state,
and local laws and regulations, including but not limited to KDHE and EPA requirements.
The Contractor shall obtain all required local permit, trade license and business license prior to
commencement of demolition activities.

The Contractor agrees to indemnify, defend, and hold harmless the City, its officials, employees, and
agents from and against any and all claims, damages, losses, fines, penalties, or regulatory actions
arising out of or related to the Contractor's failure to comply with applicable environmental laws and
regulations, including those related to asbestos or hazardous materials.
DISPOSAL REQUIREMENTS
All demolition materials shall be disposed of at KDHE-approved facilities. Asbestos materials shall be
properly bagged (6 mil), labeled, and disposed of per regulations.
The Contractor shall provide waste shipment records, landfill receipts, manifests, and any other
disposal documentation to the City within ten (10) business days of project completion.
Bid Rejection and Award
The City of Independence, Kansas reserves the right to accept or reject any or all bids, to waive any
informalities, irregularities, or technical defects in any bid, and to award the contract in the best
interest of the City.
The City reserves the right to inspect the work at any time during the abatement process and to request
copies of permits, notifications, manifests, disposal records, and other compliance documentation.
