Towable Trailers
New Castle County is seeking sealed bids for Towable Trailers.
Interested parties are asked to submit proposals to New Castle County, Procurement Division,
New Castle County Government Center, 87 Reads Way, New Castle, DE 19720, stating their
interest and qualifications. Proposals must be received by 2pm on Wednesday March 27th,
2024, and must include one (1) printed hard copy and one (1) USB drive containing an
electronic version of the proposal within a sealed envelope. The electronic submission will be
considered the original, and must replicate the printed hard copy, with all appropriate signed
documents. If there are any discrepancies between the two submissions, the original
(electronic) submission is considered the official version for purposes of evaluation. The hard
copy is only reviewed if the electronic version cannot be viewed due to a technical issue.
Delivery Method for Bid Submission Options:
- You can mail your bid submission to 87 Reads Way, New Castle, Delaware. However, it is
recommended to use a carrier that can guarantee delivery and provide tracking
information, so your bid submission packet arrives at the deadline date and time.
- You can deliver your bid submission packet in person prior to the Bid Opening to the
Government Center, located at 87 Reads Way, New Castle, DE 19720 between the hours
of 8 a.m. and 3:30 p.m.
You can go inside the building to the lobby area and do either of the following:
1) call a member of Administrative Services at 302-395-5965 from the Lobby
Phone or your cell phone, and have a Procurement representative meet you in the lobby and
accept your bid packet and provide a receipt, or
2) you can ask the Receptionist to contact Procurement.
Please remember on the bid opening date, your bid submission must be turned in no later
than 2:00 p.m. on Wednesday, March 27th, 2024 to be accepted and you are welcome to
attend the bid opening meeting at that time.

INSTRUCTIONS FOR BID SUBMISSION
➢ Sealed envelopes must clearly display Bid#25A-200, Towable Trailers in the lower left
quadrant on the front.
➢ Facsimile transmissions of bids are unacceptable and will be rejected without any
notice to the bidding vendor.
➢ Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

Towable Trailers
SCOPE OF WORK | SPECIFICATIONS
New Castle County Government (NCCG) is looking to purchase Towable Trailers. NCCG has
an immediate need for landscape trailers that will need to be delivered by April 1, 2024.
Submissions of pricing shall be in the form of a quote that provides the make, manufacturer,
and model of the trailers. The specs of the trailer we are looking for is below:
Landscape Trailers
Standard Features
Minimum 4-foot heavy duty ramp
Treated pine or Douglas fir floorboards.
Spare tire wheel and mount
Safety chains
Lunette ring connection
GVWR 9,500- 10,000 lbs.
Cross members must be 3/16 inches.
Wheel fender minimum 16 gage unless it is a deck is over the wheels.
Wheel size 15 inches
Minimum 4 tie downs per side with 8 total inside bed.
Optional tire tie downs should be available and installed if requested. Minimum 8 would be
needed.
Bolt on lockable Landscape box.
Bolt on lockable hand tool equipment carrier for weed eaters, blowers, etc.
Optional top rail must be 3 inches by 2 inches
Jack rated 8,000 lbs. that can rotate or raise to provide clearance during transport.
Metal shall be coated with a non-corrosive paint.
Tilt Trailers
Minimum stationary deck four feet
Deck to be 2-inch nominal White Oak or Douglas Fir.
Deck length should be minimum 16 feet. This includes 2-inch steel punch plate approach.
Deck heigh should be a minimum 20 inches from the ground loaded.
Width 83.5 inches inside and 102 inch outside diameter.
Tie Downs must be 5/8 inches D-rings straight. Minimum of 8 shall be provided.

Hitch type; 2.5 inches adjustable lunette eye/pintle, 42,000lb plate mount (5/8” bolt)
Jack minimum 12K that can rotate or raise to provide clearance during transport.
Plug 7 pole RV
3/8 inch safety chains
GVWR 9990. If above it will need to be deregistered to meet this weight.
A manufacturer’s certified service center for repair and inspection must be located within 200
miles of New Castle County. Please specify if you provide these services, and if not, specify
the nearest service center location.
Dimensions
The Trailer shall be a minimum of 20.0 ft in length and 83inches width. NCCG will consider
quotes for trailers that are larger if readily available,
Material Construction
All materials shall be weatherproof and sun resistant Aluminum, plastic, rubber, or hot dipped
galvanized steel.
Standards
• Trailer shall meet all Federal Highway Administration and State of DelDOT standards.
• Trailer must meet NATM Standards.
Lighting & Connections
The trailer shall be equipped with LED brakes, directional, signal and running lights to further
enhance advanced warnings to drivers and meet the specifications of Federal Motor Vehicle
Safety Standards (FMVSS). All components shall be appropriate for their intended purpose
under any adoptions issued by the FMVSS, National Highway Transportation Safety
Administration (NHTSA), and Society of Automotive Engineers (SAE) for standard practice for
electrical lighting. TTA conspicuity tape and reflectors shall be installed following these same
established standards as specified by local requirements. The Trailer shall include brake lights,
taillights, turn signals, and an ICC bar light. An industry standard 7-pin trailer connector shall
be provided to power trailer lighting. All wiring shall be sealed and not exposed.

WARRANTY COVERAGE
Warranty coverage on the attenuator must be a period of 12 months from time of delivery for
the machine, less wear parts. Extended warranty pricing is provided for informational
purposes only and not to be included in the bid evaluation and award. Extended warranty will
be purchased at the County’s discretion.
DELIVERY
The Towable Trailer Attenuator (TTA) shall be delivered to New Castle County, Public Works
Department receiving warehouse at 100 New Churchmans Rd., New Castle, DE 19720.
Deliveries are accepted Monday through Friday from 7AM to 3PM. Please contact Kevin
Penoza at Kevin.Penoza@newcastlede.gov or (302) 395-5723, 48 hours in advance of delivery
to confirm arrangements.
