New Castle County is seeking sealed bids for HOT TAPPING AND LINE STOPPING WORK,
BID # 25A-045.
Bidders are asked to submit sealed bids to New Castle County Purchasing Division, New Castle
County Government Center, 87 Reads Way, New Castle, DE 19720. Bids must be received by
Wednesday, 2:00 p.m. on February 28, 2024 and must be provided within a sealed envelope.

INSTRUCTIONS FOR BID SUBMISSION
Sealed envelopes must clearly display Bid # 25A-045, Hot Tapping and Line Stopping
Work in the lower left quadrant on the front.
Facsimile transmissions of bids are unacceptable and will be rejected without any notice
to the bidding vendor.
Bidders are responsible to retrieve the bid specifications and all addendums from the
New Castle County Purchasing website at www.newcastlede.gov/Bids.aspx.
Pursuant to New Castle County Code and Delaware Law, each bidder must submit proof
satisfactory to the County or its designated representative that the bidder and every
subcontractor possesses valid and effective licenses required by the United States, State of
Delaware, County and any applicable political subdivision in which the project is located to do
business within each such jurisdiction and to perform the labor and/or supply the materials
involved in the performance of the contract. No contract will be executed prior to the
submission of such proof and the acceptance thereof by the County or its designated
representative.
Awards, if any, will be made in conjunction with the Delaware Code, Subchapter 2, Chapter 69,
Title 29, and the New Castle County Code.

HOT TAPPING AND LINE STOPPING WORK
SUMMARY OF PURCHASING REQUEST
New Castle County is seeking an annual contract for various pipeline Hot Tapping and Line
Stopping work. We currently have a project requiring pricing which is for a 36-inch PCCP force-
main at Terminal Pump Station.
New Castle County requires different types of Hot Tapping and Line Stopping work including,
but not limited to, ductile iron, cast iron, steel and pre-stressed concrete cylinder pipe ranging
in size from 12 to 84-inches in diameter throughout the year. Bids will be awarded based on
lump sum prices for the job referenced in these specifications. Vendors will be required to
quote on each new specific job as it occurs. New Castle County reserves the right to obtain
pricing from other vendors if future quotes are deemed to be non-competitive.
SCOPE OF WORK | SPECIFICATIONS
Project 36-inch line PCCP at Terminal Pump Station
Line Stopping and Hot Tapping
1. For the purposes of this bid, the scope of work shall be based upon preparing and
installing a folding head line Stopping equipment on pre-stressed concrete cylinder pipe
(PCCP), as identified herein.
2. Prices shall be based upon typical Line Stopping and Tapping procedures for a
representative job as defined herein. Scope of work shall include mobilization to the
site, preparation of the pipe, cost of material and supplies, manpower, and all other
usual and normal expenses associated with such Line Stopping tasks.
3. Scope of work and prices for this contract does not include excavation, site and access
preparation, sheeting and shoring, concrete, concrete forms, concrete reinforcing bars,
stone or other bedding material, bypass pumping, temporary pipe or hoses, cranes,
rigging, or other functions typically performed by a pipeline contractor.
4. Scope of work includes the supply of a fabricated steel tapping sleeve. The tapping
sleeve shall be an engineered fitting designed specifically for PCCP pipe and with a
minimum of 10 years in production and use. Tapping sleeve shall meet the
requirements of the PCCP manufacturer and shall be of heavy steel construction with

corrosion resistant hardware, and all steel primed and epoxy coated. Tapping sleeve
shall be as manufactured by JCM or approved equal.
Scope of work includes the supply of all incidental hardware and material necessary to
complete the installation of the tapping sleeve and linestop.
5. Unless specifically directed otherwise, Line Stopping of PCCP shall include the following
tasks:
a. Inspect the pipe segment, clean and prepare for Linestop Tapping Sleeve fitting.
1. Prepare pipe by removing grout, securing pre-stressing wire and prepare
cylinder in accordance with PCCP manufacturer’s guidelines.
b. Install tapping sleeve fitting and tapping valve on existing pipeline.
c. Direct the installation of structural pipeline supports.
1. Provide sizing and location for concrete bulkheads and forms.
2. Inspect installation of same, performed by others.
d. Install hot tap machine.
e. Perform hot tap through open valve, cut and retain coupon.
f. Retract and remove cutter assembly.
g. Install linestop equipment on tapping valve.
h. Insert folding head line stop into pipeline and engage.
i. Upon completion of pipeline repairs, by others, remove Linestop.
j. Install tapping machine and install completion plug.
k. Remove tapping machine and tapping valve.
l. Install blind flange on line stop fitting.
6. Line Stopping 36-inch PCCP Bids shall be provided based upon the following:
a. 36-inch PCCP force main.
b. Depth to top of pipe = 6 ft +/-
c. Location: Terminal Ave. Pump Station, New Castle DE.
d. Line stop location is within the station fence line Traffic control not required.
e. Line stop to utilize 24-inch pipe tap or larger.
f. 24-inch or larger tee installed beneath tapping valve for by-pass pipe connection.
g. By-pass piping by others, by-pass isolation valve by others.
h. Excavation and pipeline replacement to be performed by others.

Pipeline replacement contract requires continuous work to remove and replace

approximately 20 ft. of 36-inch PCCP with 36-inch DIP and valve. Work to be
completed within 48-hours from the stoppage of flow.

Pipeline contractor’s crane and excavator shall be available to assist with lifting
Line stop equipment.
k. Maximum pressure on Line stop is 45 psi.

8. The site is available for inspection. Bidders are responsible to verify the site conditions.
REQUIREMENTS
FIELD WORK - (ADDITIONAL WORK NOT INCLUDED WITHIN THE BASE BID PRICING.)
1. Construction or job delays which extend the time that the line stop and/or hot tapping
equipment must remain onsite shall be eligible for additional payment at the vendor’s
stated equipment rates, provided those delays were not within the vendor’s control.
2. Additional field work (labor) shall be billed in one hour increments at the hourly labor
rates quoted. Additional field work must be authorized and pre-approved by New
Castle County. Additional field work is defined as work beyond the original scope
performed at the County’s request or work resultant from a job delay which was beyond
the control and of the vendor.
3. The vendor’s hourly rates for field work shall be all inclusive. No charges for service call,
mileage, tolls, travel, etc., will be permitted. No extra charges shall be levied for
additional field work which resulted from the vendor’s actions or delays within the
vendor’s control.

MISCELLANEOUS PARTS
1. The vendor is expected to provide all miscellaneous parts and equipment necessary to
accomplish the hot tapping and line Stopping. The vendor shall take the necessary steps to
determine the job needs and shall have on hand all parts and spare parts to prosecute the task
without delay. Delays or additional expenses to provide parts and components to complete the
task shall not be eligible for additional reimbursement by New Castle County.
RESPONSE TIME AND WORK SCHEDULE
1. New Castle County’s wastewater transmission and treatment system provides a vital
service to the health of the community. As such, it is important that the vendor be available to
respond within the timeframes provided to complete the job without delay.
2. Unless otherwise directed, the vendor shall be prepared to supply, install and perform
the hot tapping and/or line Stopping as soon as the site is properly prepared, and shall work
continuously and without interruption until the hot tapping and/or line Stopping is successfully
installed.
3. Failure to meet the above requirements may result in termination of the contract.
DOCUMENTATION
1. Vendor shall provide the County with a written report of all activity performed. This
report shall list the date and time of the request for service; identification of the components
supplied, and the equipment utilized; a detailed description of the field conditions; a detailed
description of work with an associated timeline; a detail of the labor hours spent; and a
detailed description of the overall job progress with identification of the significant aspects to
the job.
INVOICES
1. Invoices shall be submitted as directed by Purchase Orders to be issued under the
Contract. Invoices must identify the Purchase Order, dates of work, base charge, and any
additional charges which were authorized by New Castle County.
