The statement of work (SOW) will be developed and negotiated, within the scope advertised in this RFP, with the selected Proposer for inclusion in the Contract. A draft SOW is provided in RFP Attachment B, which will be negotiated with the selected Proposer for inclusion in the Contract.
Washington County (“Agency”) is planning to complete the Active Transportation Plan elements of the Transportation System Plan (“Project”). The goal of the Project is to update the Active Transportation section (including Pedestrian, Bicycle and Transit modes) of Washington County’s Transportation System Plan and other policy documents and guidelines to support safe, convenient and accessible pedestrian and bicycle travel. This includes revising modal plans, networks and strategies to be inclusive of complete street principles, provide safe access to priority destinations through a prioritized list of projects and incorporate neighborhood bikeways; consolidating existing bike/ped facility design guidance documents; clarifying protected bicycle and trail design options for adoption into County’s standards; establishing area context types that inform cross-section design details for major roadway projects; and developing a maintenance strategy to better account for lifecycle cost and clarify staff and equipment needs.
Agency is requesting supplemental information regarding specific Planning Services experience relevant to the above referenced Project. The needed Services are further described in Section 3. The expected outcome of the WOC is to have a final set of deliverables that will be incorporated into the County’s forthcoming updates to the Transportation System Plan and the Road Design and Construction Standards following Project acknowledgement by the Board of County Commissioners.
