The intent of this synopsis is to make notice of a proposed contract action for Building 240, Replace Waste Water Treatment Plant (WWTP) Headworks, NSA Hampton Roads, Northwest Annex, Chesapeake, Virginia.
PROJECT DESCRIPTION: This solicitation will result in a Firm-Fixed-Price (FFP) contract. The Project is located at the existing Wastewater Treatment Plant (WWTP) at NSA Hampton Roads, Northwest Annex (NWA). The repairs will address the existing headwork deficiencies and will replace the currently out-of-service grit chamber with a new structure. The plant operational capacity is permitted for 0.75 MGD.
Several deficiencies of the existing headwork must be addressed. The repairs will include the construction of a new bar screen and grit chamber facility and the re-piping of the force mains entering the plant headworks to provide better operation control of the incoming flows to the new bar screen.
CONTRACT DURATION: The completion time for this contract is 193 calendar days after award.
CONTRACT MAGNITUDE: In accordance with FAR 36.204, the magnitude of construction for this project is between $1,000,000 and $5,000,000. The appropriate Northern American Industry Classification System (NAICS) code for this procurement 237110 -- Water and Sewer Line and Related Structures Construction, and the Small Business Size Standard is $36,500,000.
The Invitation for Bid (IFB) will be issued on or about 16 November 2018.
The procurement method is Sealed Bidding, in accordance with FAR Part 14. The anticipated bid opening date is approximately 18 December 2018.
This solicitation will be advertised as a total small business set-aside.
Market research was conducted by the Contract Specialist to determine the capability of small businesses to perform the requirement. Based upon analysis of the data considered, and in accordance with FAR 19.501(c), the Contracting Officer has determined that there is a reasonable expectation that an adequate number of Small Business firms would respond to or be qualified to perform the requirements of this solicitation. NAVFAC Mid-Atlantica¢æ¢âs Office of Small Business Programs concurs with this decision.
The drawings and specifications for this project will be posted with the solicitation and are not available at this time.
