THIS IS A PRE-SOLICITATION NOTICE ONLY. This does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this pre-solicitation notice is to notify potential offerors of Solicitation N4008519B4002 and to notify them that the FEAD Cherry Point office intends to solicit bids and award a firm-fixed price contract to replace potable water wells aboard MCAS Cherry Point, North Carolina.
A sources sought notice was posted on 28 May 2019 under solicitation N0085-19-B-4002 to determine available and capability of businesses to perform the requirement. Based on market research results, the procurement will be solicited as a Small Business set-aside. NAVFAC Mid-Atlanticâ€™s Office of Small Business Programs concurs with the determination to solicit as a Small Business set-aside.
The Contractor shall provide all labor, management, supervision, tools, material, and equipment to replace potable water wells and install raw water main at various sites aboard Marine Corps Air Station (MCAS), Cherry Point, North Carolina.
The work includes site preparation (including clearing of vegetation, grading to access drilling locations, storm water control, locating underground utilities and overhead utility clearance), demolition and abandonment of four existing wells, construction of three new wells, extension of raw water mains and fiber optic lines to each of the new well sites, appurtenances and incidental related work. A complete set of specifications and drawings will be included in the solicitation.
The proposed contract listed here is to be solicited as a Total Small Business set-aside and is therefore subject to the Federal Acquisition Regulation clause 52.219-1.
The NAICS Code for this procurement is 237110 with a small business size standard of $36.5 Million.
The procurement method utilized is FAR Part 14 Sealed Bidding and the magnitude of the acquisition is between $1,000,000.00 and $5,000,000.00.

Bid Guarantee: Offerors shall submit a bid bond for 20% of Bid Price. After award, Payment and Performance Bonds are required for 100% of awarded contract price.
Offerors must be registered and active in the System Award Management (SAM) website at https://www.sam.gov/SAM/ prior to bid opening to be eligible for an award. Unregistered or inactive accounts will be cause for rejection of bids.
Offerors must complete representations and certifications required in the solicitation and submit with bid.

A tentative organized site visit is schedule on or about 19 August 2019 at 09:00AM. Details and requirements for the site visit will be available in the solicitation.
The solicitation will be made available in electronic format only (adobe Acrobat .pdf) and will be posted on the Navy Electronic Commence Online (NECO) website at https://www.neco.navy.mil/ and Federal Business Opportunities (FBO) website at https://www.fbo.gov when it becomes available, on or about 12 August 2019 for free of charge. Notifications of any updates or amendments to the solicitation will be posted on the NECO website only. Contractors are encouraged to registered on the NECO website.
Only registered contractor will be notified by email when amendment to the solicitation are issued.
A tentative Bid Opening is schedule for on or about 12 September 2019 at 2:00 PM.
