PROPOSAL INSTRUCTIONS
1. Purpose/Background
This is the sixth year this RFP has been issued by Boulder County for forestry contractors to be
included on the Wildfire Partners Forestry Contractors List to bid on and complete defensible
space and zone 3 hazardous fuel reduction projects for participating homeowners. Every year
new contractors have been added to the list. There are typically between 8-12 contractors on
the list. Contactors on this list are eligible to bid on smaller zone 3 projects. They are not eligible
to bid on the zone 3 projects listed in SOQs 7105-20 and 7106-20. Contractors wishing to bid on
these zone 3 projects must respond to SOQs 7105-20 and 7106-20.
From 2015 to 2019, Wildfire Partners Forestry Contractors completed 621 defensible space jobs
totaling $1.5 million with Wildfire Partners Financial Awards equaling $950,000 and the
difference paid by homeowners. In 2014, Wildfire Partners provided refunds directly to
participants instead of paying for a portion of their Wildfire Partners Forestry Contractor
expenses. As a result, 2014 defensible space work is not included in the above totals. In
addition, some residents hire Wildfire Partners Forestry Contractors to complete work that is
not associated with a Wildfire Partners Financial Award, this work is also not included in these
totals.
Launched in 2014, Wildfire Partners is a nationally recognized, collaborative program to reduce
wildfire risk. Homeowners, with the assistance from Wildfire Partners, work to better protect
their homes by actively creating and maintaining defensible space and reducing the ignition
potential of their structures. The program has been funded in the past by participating
homeowners, Boulder County, a $1.5 million grant from the Colorado State Forest Service, and
a $1.1 million grant from FEMA. In 2019, Boulder County hopes to receive a $1.2 million PDM
grant from FEMA. Boulder County is issuing this Request for Proposals to help implement
Wildfire Partners.
Homeowners apply to join the program. Applications that meet all program criteria are
accepted into the program if funding is available. Over 2,000 homeowners are currently in the
program. Wildfire Partners offers motivated homeowners many benefits:
A comprehensive, on-site, wildfire home assessment with a Wildfire Mitigation Specialist
A Wildfire Partners Assessment Report that identifies the weak links in a home’s defenses
and specific mitigation measures to be undertaken.
Wildfire Partners Financial Awards to subsidize the cost of hiring a Wildfire Partners
Forestry Contractor
Free access to Wildfire Partners Phone Advisors
Follow up visits and inspections with a Wildfire Mitigation Specialist
For homeowners who pass their inspections, a Wildfire Partners Certificate, yard sign and
letter stating that they have performed mitigation
Homeowners are required to actively participate in their home assessments so that they learn
the principles and science of wildfire mitigation. Homeowners provide essential input to the
Wildfire Mitigation Specialists as they mark vegetation for removal as part of the program. The
specialists use an iPad assessment app to gather information, take photographs and evaluate
50 mitigation related questions grouped into 10 different categories (i.e., roofs, decks, zone 1,
emergency preparedness). Following the assessment, the homeowner receives a customized
report containing a Mitigation Checklist with their photos of items requiring mitigation.
Homeowners obtain and select bids from the Wildfire Partners Forestry Contractors (partially
funded by a financial award) and the Wildfire Partners Handyman/Handywoman and Home
Retrofit Contractors (not supported by a financial award) to complete the work identified on
their Mitigation Checklist. Wildfire Phone Advisors, along with the Mitigation Specialists, help
homeowners navigate their individual steps in the process. To learn more about Wildfire

Specifications and a sample contract with a FEMA specific addendum are attached. The
successful proposer shall execute the attached addendum as part of any contract with the
county, and comply with all FEMA requirements set forth in that addendum.

3. Submittal Instructions
Submittals are due at the Administrative Services Information Desk or email box (preferred)
listed below, for time and date recording on or before 10:00 a.m. Mountain Time on Thursday,
February 13, 2020.
Your response can be submitted in the following ways. Please note that email responses to
this solicitation are preferred, but are limited to a maximum of 50MB capacity. NO ZIP FILES
ALLOWED. Electronic submittals must be received in the email box listed below. Submittals
sent to any other box will NOT be forwarded or accepted. This email box is only accessed on
the due date of your questions or proposals. Please use the Delivery Receipt option to verify
receipt of your email. It is the sole responsibility of the proposer to ensure their documents
are received before the deadline specified above. Boulder County does not accept
responsibility under any circumstance for delayed or failed email or mailed submittals.

One (1) unbound copy of your submittal, printed double-sided, 11 point, on at
least 50% post-consumer, recycled paper must be submitted in a sealed
envelope, clearly marked as RFP #7104-20, to the Administrative Services
Information Desk located at 1325 Pearl Street, Boulder, CO 80302.
All RFPs must be received and time and date recorded by authorized county staff by the above
due date and time. Sole responsibility rests with the proposer to see that their RFP response is
received on time at the stated location(s). Any responses received after due date and time will
be returned to the proposer.
The Board of County Commissioners reserves the right to reject any and all responses, to waive
any informalities or irregularities therein, and to accept the proposal that, in the opinion of the
Board, is in the best interest of the Board and of the County of Boulder, State of Colorado.

TERMS AND CONDITIONS
1. Proposers are expected to examine the drawing, specifications, schedule of delivery, and
all instructions. Failure to do so will be at the proposer’s risk.
2. Each proposer will furnish the information required in the Request for Proposals.
3. The Contract/Purchase Order will be awarded to that responsible proposer whose
submittal, conforming to the Request for Proposals, will be most advantageous to the
County of Boulder, price and other factors considered.
4. The County of Boulder reserves the right to reject any or all proposals and to waive
informalities and minor irregularities in proposals received, and to accept any portion of
or all items proposed if deemed in the best interest of the County of Boulder to do so.
5. No submittal will be withdrawn for a period of thirty (30) days subsequent to the opening
of proposals without the consent of the County Purchasing Agent or delegated
representative.
6. A signed purchase order or contract furnished to the successful proposer results in a
binding contract without further action by either party.
7. Late or unsigned proposals will not be accepted or considered. It is the responsibility of
proposers to ensure that the proposal arrives at the Administrative Services Information
Desk prior to the time indicated in the “Request for Proposals.”
8. The proposed price will be exclusive of any Federal or State taxes from which the County
of Boulder is exempt by law.
9. Any interpretation, correction or change of the RFP documents will be made by
Addendum. Interpretations, corrections and changes of the RFP documents made in any
other manner will not be binding, and proposer will not rely upon such interpretations,
corrections and changes. The County’s Representative will not be responsible for oral
