SECTION I REQUEST FOR PROPOSALS (RFP) GENERAL INFORMATION
A. Notice
Raleigh-Durham Airport Authority (the “Authority”) invites proposals from qualified
companies specializing in website development and design to provide an end-to-end solution
to redesign the existing RDU.com website, along with incorporating various micro-sites that
fall under the RDU brand. The Authority is seeking a Contractor whose combination of
experience and expertise will provide timely and cost-effective Services to the Authority.
The Authority‘s intent is to award a contract to a single firm to provide the requested services
inclusive of ongoing maintenance and support for the term of the contract.

B. Background
Strong organizations have strong brands. RDU is a strong organization, firmly established on
a foundation of great people, powered by a strong Vision and Mission, principled in Core
Values and working to achieve the Strategic Plan. This project was initiated because the RDU
brand was not clearly defined. There is a consensus among RDU leadership that defining the
brand will deliver positive results both internally and externally. This project directly supports
the core RDU strategy of improving the customer experience.
RDU’s brand story and messaging has been more clearly defined in order to create an
attractive, meaningful, and thriving culture for all stakeholders. Establishing the RDU Brand
is vital to position the airport in the region, the community and with its employees, customers,
and business partners, while creating a measurable standard of performance. The RDU Brand
will help find and elevate the common experiences and stories that make RDU unique, strong,
and valuable to employees, stakeholders, the community and most importantly, customers.
Developing and launching the RDU Brand will have positive impacts both internally and
externally. Internally, the brand will reveal central truths, giving the diverse overall RDU
Airport team, which consists of multiple business partners each with their own brand and the
Authority Team, common ground and beliefs around which to rally. Externally, having a
strong brand returns control and power of the airport’s brand story to RDU, providing a
meaningful connection with customers and the community.
The new RDU Brand will be evident to the community, Triangle region, the state of North
Carolina and nationally in the aviation industry. Elements of the brand will appear across the
airport and throughout all Authority operations, communications, products and services, and
known to our employees, tenants, airlines and business partners. RDU will create clear metrics
and measure its performance against the brand promise and pillars. Through these measures,

the Authority can assess its effectiveness and make any required enhancements to ensure the
brand promise is delivered consistently.
The overall goal of the new site is to update and upgrade the current user experience using a
modern responsive framework that utilizes RDUAA’s forth-coming redeveloped brand. The
site must serve as a resource for traveler, community and stakeholder information, but also
as a key component in the Authority’s future revenue generating opportunities.
The re-development and redesign of RDU.com will include the incorporation of
vision2040.rdu.com and rduaircraftnoise.com into RDU.com. Additionally, ParkRDU.com
will receive minor updates to align with the refreshed RDU.com, however, this site is a white-
labeled third-party commerce site with limited design flexibility.
Furthermore, RDUAA is exploring the implementation of a comprehensive e-commerce
platform, in addition to ParkRDU.com. Integration of this white-labeled sub-site will also be
considered during this project.
C. Terms and Conditions
The Services will be governed by an Agreement, a sample of which is attached hereto as
EXHIBIT A – Sample Agreement to this RFP.
Each Offeror shall provide any other applicable contract terms and conditions that Offeror
will ask the Authority to agree upon. The Authority’s standard terms and conditions set forth
in 0 – Sample Agreement shall govern, and any other proposed terms and conditions should
either be built into or be incorporated by reference into the Agreement. The Authority will
entertain exceptions and additional provisions, but Offerors are cautioned that the Authority
has a limited ability and willingness to agree to modifications to the standard Authority
Agreement. The Authority will compare and contrast the terms and conditions proposals
submitted by qualified Offerors at the same time it evaluates the cost proposals of qualified
Offerors. At the conclusion of this evaluation, the Authority may elect to award the contract
to the Offeror whose aggregate proposal the Authority determines to be most advantageous
to the Authority. The Authority may enter into contract negotiations with one or more
qualified Offerors in an effort to reach mutually agreeable contract terms and conditions if
the Authority is not satisfied with the terms and conditions proposed by the applicable
Offeror(s). The Authority is not obligated to negotiate with all qualified Offerors. The
Authority reserves the right to eliminate from further consideration any Offeror that submits
a cost proposal or a terms and conditions proposal that is not advantageous to the Authority.
This procurement shall be conducted in accordance with all applicable Federal and State laws
and regulations, and the policies and procedures of the Authority, as those may be amended
from time to time.
