The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to perform concrete and coating repairs to Train 2 of the Bay County Water Treatment Plant located at 3400 Transmitter Road, Panama City, FL 32404. The scope of work is described in Attachment 2, along with background information on the structures. Key information regarding quality assurance and project duration is listed below. Work shall be performed in accordance with the Wiss, Janney, Elstner Associates, Inc. (WJE) Construction Documents included as Attachment 3 and Project Drawings included as Attachment 4.

The work inside of the Train 2 basin must be performed during typical low demand times, because only one sedimentation and flocculation basin can be drained and offline at a time. Therefore, it is anticipated that the period of performance for the rehabilitation efforts within Train 2 will begin on or about November 15, 2018, and ending no later than March 1, 2019. All work within the basins must be completed within this timeframe, including any cure times.

A MANDATORY Pre-Bid Meeting will be held at 10:00 am (Central time) Wednesday, October 3, 2018 in the Water Treatment Plant Training Room located at 3400 Transmitter Road, Panama City, FL 32404. A site visit will be held immediately following the pre-bid meeting.

SEALED BIDS for ITB NO 19-01 Water Treatment Plant (WTP) Train 2 Concrete & Coating Repairs will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (central time) Wednesday, October 17, 2018. Bids will be publicly opened immediately following the deadline.

A Bid Bond, in the amount of 5% of the proposed base bid contract amount, shall accompany each bid. The successful bidder’s security will be retained until the contract has been signed and the bidder has furnished the required Public Construction Bond. The County reserves the right to retain the security of the next bidder until the selected bidder enters into contract or until 90 days after bid opening, whichever is shorter. All other bid security will be returned as soon as practicable.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Bidders shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 5:00 pm (central time) on Monday, October 8, 2018.

By registering, you will be placed on the plan-holders list for the solicitation. This list is used for communications from the County to prospective respondents.
As defined in the Project Specifications, the Contractor or Subcontractor shall be a licensed applicator or installer of all specified proprietary products and materials. A copy of the appropriate license(s) shall be enclosed with the bid. Bids may be deemed non-responsive if not accompanied by appropriate license(s).

The Contractor’s existing company shall have a minimum of 5 years of experience in similar concrete repair and coating work. Provide project information of at least three projects of similar scope and size that have been successfully completed within the last five years. (See Attachment 1 Required Documents for form). Incomplete or unsatisfactory experience records may deem the bidder not qualified.
