The Bay County Board of County Commissioners (County) seeks bids from qualified contractors to provide services to dredge and dispose of the Water Treatment Plant residuals (Ferric Sludge) from the North and South Pond and the South Reservoir located at the Bay County Water Treatment Plant at 3400 Transmitter Rd.
The project may be reimbursed by the Federal Emergency Management Agency (FEMA) as part of Disaster Recovery from Hurricane Michael FEMA Project No. DR-4399. It is imperative that Respondents examine and become familiar with the Public Assistance Program established by the Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by Florida Department of Emergency Management (FDEM) and FEMA. Respondents will comply with the Federal Aid Contract Requirements shown at Attachment 2.

SEALED BIDS for ITB NO: 19-05 Water Treatment Plant Ferric Sludge Dredging, Hauling, and Disposal Services will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (central time) Monday, December 3, 2018. Bids will be publicly opened immediately following the deadline.

The Bay County Board of County Commissioners reserves the right to accept or reject any and/or all proposals in the best interest of Bay County.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Bidders shall submit all questions, in writing, to the Purchasing Department at Purchasing@baycountyfl.gov or FAX to (850) 248-8276. All questions shall be submitted no later than 12:00 pm (central time) on Thursday, November 29, 2018.

Plan Holders List:
By registering, you will be placed on the plan-holders list for the solicitation. This list is used for communications from the County to prospective respondents.
The Bidder’s record of past performance with the County will be considered as a factor in the determination of the Bidder’s qualifications to perform.

Accordingly, if the Bidder (including any of its associates, joint venture members, or sub-contractors) is or has been a party to a County contract, whether as lead contractor, affiliate, associate, subsidiary, subcontractor, or in any other role [within the past five (5) years], the Bidder must identify the contract in the list of references provided as evidence of the Bidder’s past experience. The County, at its discretion, reserves the right to check the Bidder’s record of past performance, the record of past performance and references as provided by the Bidder and any other sources identified by the County.

Bidders who receive less than a satisfactory evaluation may not be considered a qualified bidder by the County.

No bidder shall have an unsatisfactory environmental record with FDEP (or other State Agency) in regard to its disposal and transport of either iron humate or biosolids for the past 5 years. Bidder must supply their compliance history as part of the bid package.

Bidder must provide documentation from FDEP (or other State Regulatory Agency) that their facility is permitted to accept all the material for disposal.
