Sealed bids are sought by the Town of Plymouth for the Water Street Pump Station Rehabilitation.
Specifications and bid forms are available electronically by registering at http://www.plymouth-ma.gov/current-bids or in the Procurement Office, 26 Court St, Plymouth, MA, 02360 for a refundable deposit of $200.00 per set and non-refundable mailing fee of $100.00 or pre-paid shipping voucher. Office hours are Monday, Wednesday, Thursday 7:30 a.m.-4:00 p.m., Tuesday 7:30 a.m.-4:00 p.m, Friday 7:30 a.m.-12:00 p.m. Call first for availability at 508-747-1620 x10210.
Any person interested in submitting a bid should plan to attend the pre-bid meeting at 26 Court Street in the Great Hall on Wednesday, February 21st, at 10:00 a.m. followed by a site visit at 197 Water Street, Plymouth.
Sealed bids for the filed sub-bid categories shall be filed at the Procurement Office, Town Office Building, 26 Court St, Plymouth, before 2:00 p.m., Thursday, March 15, 2018, at which time they will be publicly opened and read. The filed sub-bid categories are: Masonry, Miscellaneous and Ornamental Iron, Painting, Plumbing, HVAC, and Electrical.
Sealed bids for the general contract shall be filed at the Procurement Office before 2:00 p.m., Thursday, March 29, 2018, at which time they will be publicly opened and read. General bidders must be certified by the Division of Capital Asset Management and Maintenance in the ¡®General Building Construction¡¯ category of work.
Each bid must be accompanied by a bid deposit in the amount of 5% of the bid. Such deposit shall be in the form of a certified, treasurer's or cashier's check made payable to the Town of Plymouth or a bid bond in a form satisfactory to the Town of Plymouth with a surety company qualified to do business in the Commonwealth of Massachusetts and conditioned upon faithful performance by the principal of the agreements contained in the bid. Return of bid deposits will be in accordance with the provisions of the applicable General Laws. All bid bonds shall be retained by the Town of Plymouth unless accompanied by a stamped, self-addressed envelope.
A performance bond in an amount equal to 100 percent of the total amount of the bid with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract as well as a labor and materials bond in an amount equal to 100 percent of the total bid amount.
Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Industries under the provisions of Massachusetts General Laws, Chapter 149, Section 26 and 27D inclusive.
Attention is further directed to the requirements of G.L. c.149, ¡×44D requiring submission of a Division of Capital Asset Management and Maintenance approved Certificate of Eligibility in General Construction and Update Statement with all bids.
All bids for this project are subject to applicable public bidding laws of Massachusetts, including G.L. c.30, section 39M, as amended, and G.L. c.149, sections 44A through 44M, as amended.
Bidders shall certify that they do not, and will not, maintain or provide for their employees any facility that is segregated on a basis of race, color, creed or national origin, sex or sexual preference.
Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.
The awarding authority is the Town Manager who reserves the right to waive any informalities in or reject any and all bids if deemed to be in the best interests of the Town of Plymouth.
