Sealed bids are requested by the San Antonio Water System for the demolition of all electrical and structural equipment at the Bear Creek Pump Station and the construction of various improvements at the Tippecanoe and Bear Springs Pump Stations including, but not limited to: existing equipment demolition; replacement with new electrical equipment including conductors, a motor control center, automatic transfer switch with isolation bypass switch, SCADA controls and security equipment; paving, grading, fencing, piping and other miscellaneous site work; concrete foundations; pre-stressed concrete electrical building; and other site improvements for a complete in-place facility for the Water Production Facilities Electrical Upgrades Project , SAWS Job No. 21-6007.

Non-mandatory site visits will be held starting at 9:30 AM (CST) on January 10, 2023 at San Antonio Water System’s Bear Springs Pump Station located at 2263 Bear Springs Drive San Antonio, TX 78245. The subsequent document “Attachment A - Site Visit Procedures” is hereto made part of this specification section and includes procedures that shall be followed to attend the pre-bid site visits. Due to the present COVID-19 pandemic, each respondent wishing to visit the site shall review and strictly adhere to the requirements, including the requirements to RSVP, as described in “Attachment A - Site Visit Procedures” and Centers for Disease Control and Prevention (CDC) guidelines.

Answers to the questions will be posted to the web site by 5:00 PM (CST) on January 20,2023 as a separate document or included as part of an addendum. Please be advised that Bidders are prohibited from communicating with any other SAWS staff, the Consultant, the Developer, or City of San Antonio officials regarding this IFB up until the contract is awarded as outlined in the Instructions to Bidders.

Electronic bids will be received via the secure SAWS FTP site. Sealed bids will be received by Contract Administration, 2800 U.S. Hwy 281 North, Tower II, Customer Center Building,
via a drop box located on the left wall when walking through the first set of double glass doors of the main Tower II entry on the north side of the building

Electronic bids shall be accompanied by a bid bond in an amount not less than five percent of the total bid price. (Or, if providing SAWS with a cashier's check or certified check in an amount not less than five percent of the total bid price, SAWS will request this within 24 hours from the apparent low bidder.
Sealed bids must be accompanied by a cashier's check, certified check, or bid bond in an amount not less than five percent of the total bid price.
Bids will then be publicly opened and read aloud by Contract Administration via WebEx.
