Description:

The City of Redmond (Redmond or the City) is soliciting interest from consulting firms under this Request for Qualifications (RFQ) for final design services for the Wastewater Lift Station Equipment Upgrades Phase II project. The successful consultant/team will prepare design report, permits, plans, specifications, and estimates.

The City desires to replace the obsolete pumps that are beginning to fail at four lift stations (Stations 17, 51, 52, and 53). The equipment replacement will be completed within the footprint of each lift station. No property acquisition or new easements are needed. Preliminary design and pump selection has already been completed for Lift Stations 52 and 53.

General Information
Introduction
The City of Redmond (Redmond or the City) is soliciting interest from consulting firms under
this Request for Qualifications (RFQ) for final design services for the Wastewater Lift Station
Equipment Upgrades Phase II project. The successful consultant/team will prepare design
report, permits, plans, specifications, and estimates.
Questions regarding this project or solicitation must be submitted to Michael Haley at
mhaley@redmond.gov or 425-556-2843. Redmond staff will not answer questions directly but
will collect questions and post responses on redmond.gov/bids. Answers to questions
submitted by 5:00 p.m. June 17, 2024, will be posted by June 18, 2024. Questions submitted
after the June 17, 2024, deadline will not be answered.
Any additional information or addendums will be posted to redmdond.gov/bids. The City
recommends signing up for text or email alerts to receive notification of updates to this bid
posting.

Title VI Statement
The City of Redmond, in accordance with Title VI of the Civil Rights Act of 1964, hereby
notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to
this advertisement, disadvantaged business enterprises as defined at 49 Code of Federal
Regulations Part 26 will be afforded full opportunity to submit bids in response to this
invitation and will not be discriminated against on the grounds of race, color, national origin,
or gender in consideration for an award.
Project Information
Background
The City desires to replace obsolete pumps that are beginning to fail at four lift stations (17,
51, 52, and 53). The equipment replacement will be completed within the footprint of each lift
station. No property acquisition or new easements are needed. Preliminary design and pump
selection has already been completed for Lift Stations 52 and 53.
The project design will include the following elements for all four lift stations:
How to remove and replace check valves
How to make minor modifications to the concrete pump pads, including elevation
revisions and realignment of pump base anchorage
How to replace the suction and discharge flexible expansion joints
How to make minor adjustments to adjacent piping to align inlet and outlet piping
How to remove existing seal water system and associated piping
Plans for required revisions to power and control panels to reestablish necessary pump
alarm signals and pump power connection
In addition, the design will include the following elements for each lift station as noted below.
Lift Station 17:
Evaluation of pump curve and selection of Cornell pumps
How to remove and replace existing pumps with Cornell pumps
Lift Station 51:
Evaluation of pump curve and selection of Cornell pumps
How to remove and replace existing pumps with Cornell pumps based on hydraulic
system requirements of the station
Lift Stations 52 and 53:
How to remove and replace existing pumps with Cornell pumps

Project Schedule
The design portion of the project is estimated to be up to six months after the Consultant
receives Notice to Proceed.
Project Challenges and Constraints
One project challenge will be ensuring that all existing station components (base supports,
electrical system, etc.) can be modified to work with the new brand of pumps.
Draft Scope of Work
Consultant shall provide preliminary and final engineering design services and other work
including:
Task 1 – Project Management
Objective
Provide overall leadership and team strategic guidance aligned with City staff objectives.
Coordinate, monitor, and control the project resources to meet the technical, communication,
and contractual obligations required for developing and implementing the project scope.
Activities
1.1 Invoices/Status Reports
Prepare monthly invoices, including expenditures by task, hours worked by project personnel,
and other direct expenses with the associated backup documentation. Monthly status reports
to accompany each invoice and include comparisons of monthly expenditures and cumulative
charges to budget by Task, including cost-to-complete, earned value, cash flow, and certified
firm participation.
1.2 Project Kickoff Meeting
Prepare for and attend project kickoff meeting with City staff and key team members. The
Consultant shall prepare for, attend, and lead the kickoff meeting. Prepare a detailed meeting
agenda and distribute ahead of the kickoff meeting for City review. Prepare and distribute
minutes after the meeting.
1.3 Coordination with the Owner
Consultant will coordinate with City staff by regular status reports, regular status meetings,
telephone communication, and email during the project. City Project Manager to be copied
on email communications with City staff.
1.4 Quality Management
Perform quality management at key milestones and on project deliverables.
1.5 Project Management Plan
Manage and coordinate the technical and scope issues of the overall project.

Request for Qualifications
Create a Project Management Plan (PMP) to include the scope and budget, project schedule,
contact list, health and safety plan, and quality management plan. Develop baseline project
schedule as part of the PMP. Update the PMP in the subsequent contracting phase.
Task Deliverables
• Consultant shall deliver to the City a monthly invoice and status report covering:
– Work on the project performed during the previous month
– Meetings attended
– Problems encountered and actions taken for their resolution
– Potential impacts to submittal dates, budget shortfalls or optional services
– Budget Analysis
– Issues requiring project team action
• Kickoff meeting agenda and minutes
• Updated monthly schedule, when applicable
• Project Management Plan
Task 2 – Existing Condition Mapping
Objective
Provide a base map of existing conditions at each lift station site using available resources and
additional survey if required.
Activities
2.1 Surveying
If required, perform additional design-level topographic survey consisting of planimetric
features, fencing, and above- and below-grade utilities.
2.2 Base Map Review and Site Visit Verification
Attend one site visit following receipt of the base map drawings to confirm pertinent
topographic features were included in the base map. City staff will be present to remove utility
lids for visual inspection of structure conditions where connections are planned.
Provide consolidated comments and questions to the City regarding base map updates
required before design effort is initiated. Comments will be provided via Bluebeam mark-up
or similar.
2.3 Utility Record Request and Review
Assist the City during coordination with private utilities located within the project limits to
obtain as-built information and drawings for utility expansion. Incorporate the private utility
information into the project design.
