The project consists of water main installation work described in general by the following:
Schedule 2: 3-million-gallon concrete water storage tank, tank yard piping with connections, fiber optic cable installation and termination, electrical controls and SCADA Tank equipment, and all associated sitework.

There will be a non-mandatory Pre-Bid Conference for all prospective Bidders held at 1:45 PM on Tuesday, May 14, 2024, at DOWL, 222 North 32nd Street, Suite 700, Billings, Montana 59101. Interested Contractors are encouraged to attend.
Contractor and any of the Contractor's Subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, PO Box 8011, 1805 Prospect, Helena MT 59604-8011. Information on registration can be obtained by calling 406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Each Bid or proposal shall be accompanied by a Certified Check, Cashier's Check, or Bidder’s Bond payable to the "City of Billings, MT" in an amount not less than ten (10%) percent of the total amount of the Bid. Successful Bidders shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance, as required, shall be provided by the successful Bidder(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included.
No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 PM local time on Tuesday, June 4, 2024.
