The Port Authority of New York and New Jersey is conducting this Verification and Validation Process (VVP) with the intent to determine a list of bidders who can satisfactorily demonstrate the ability to meet the information security pre-requisites for the project described below. Scope of Work:

  1. The project includes the following principal components:
  • Replacement and leak testing of 11 roofs and associated drains.
  • Rehabilitation/replacement of roof curbs, parapets and coping at the top, intermediate and base modules.
  • Sealing and leak testing of the exterior curtain wall system at the top, intermediate and base modules.
  • Replacement of HVAC equipment, air handling unit and refrigerant piping at the top, intermediate and base modules.
  • Rehabilitation of existing wall penetrations at various levels. Rehabilitation of the existing skylight flashing at the Administration level roof.
  • Replacement of roof access doors, hatches and louvers at the top, intermediate and base modules.
  • Removal, relocation and reinstallation of existing electronics equipment such as, but not limited to antennas, security cameras and communication equipment affected by the replacement of the roof at the top and intermediate modules.

FOR INFORMATIONAL PURPOSES ONLY

At the time of bid submission, bidders shall provide documentation evidencing that their firm meets the following Pre-Requisites.

The bidder must demonstrate to the satisfaction of the Authority that it, or the entity performing the applicable work, meets the minimum requirements stated in A1 and A2 below to the satisfaction of the Chief Engineer. If the bidder cannot demonstrate that it, or the entity performing the applicable work, meets all of the below mentioned qualifications, then the bidder may, with others, satisfy the requirements by forming a joint venture and demonstrate that the joint venture itself, or any of its participants individually, meet the requirements:

A1. A minimum of ten (10) years of continuous experience in General Contracting

specifically managing roofing replacement projects:

  1. Minimum of ten (10) years working on contracts comparable in type and complexity to work in this Contract.
  2. Completed or substantially completed at least three (3) contract comparable in type and complexity to the Work in this Contract.
  3. Experience with high rise (20 stories or greater) multi-level roofing projects with multiple interdependent stages.
A2. The entitys full-time Superintendent shall have a minimum of ten (10) years construction experience on Contracts comparable in type, size and complexity to the Work in this Contract.

Qualification information is due back by 2:00 PM on October 31, 2017. It is anticipated that bid documents will be available to Verified and Validated bidders in the beginning of November 2017. In order to be considered Verified and Validated, all participating firms must execute and submit the required information, Agreement on Terms of Discussion, and Non-Disclosure and Confidentiality Agreement, with their Verification and Validation submittal package. Participating firms should also execute and submit the Background Qualification Questionnaire as per instructions on the website. The BQQ may be downloaded at:

The completed BQQ should be submitted to the Office of Inspector General by the Submission date set forth in Section IV of the VVP Document.
