Vulnerable Road User Safety Assessment

Brief description: MnDOT requests responses for assistance to develop the Vulnerable Road User Safety Assessment (VRUSA) per the Bipartisan Infrastructure Law (BIL). The VRUSA will be amended to the 2020-2024 Minnesota Strategic Highway Safety Plan (SHSP) as an addendum and will be published by November 15, 2023.
This work will primarily consist of the items below. In addition to some new work, existing work MnDOT has completed that aligns with the Vulnerable Road User Safety category should be included and summarized as appropriate.
1. Project management tasks including facilitating a Project Management Team (PMT) and Project Advisory Committee (PAC).
2. Identification of existing relevant planning and engagement efforts; strategic consultation with local governments, regional transportation planning organizations, and other groups who represent high-risk areas for vulnerable road users; and identification of further consultation and engagement work that could be completed with the next iteration of the SHSP in 2025.
3. Vulnerable road user safety analysis to identify high-risk areas for vulnerable road users, including high injury network analysis to map corridors with a high number of fatal and serious injury crashes for vulnerable road users, predictive safety analysis to identify sites with the greatest potential for improvement; and systemic safety analysis or risk-based modeling to identify high-risk roadway features that correlate with particular crash types.
4. Identification of a program of projects and strategies to reduce safety risks for vulnerable road users in high-risk areas.
