The DMA mission is to help military commanders quickly deliver vital "command" information to widely distributed US Forces overseas as well as to provide the overseas military audience American entertainment, news and sports programming. Currently, the vital command information and American programming are combined at a central facility, than distributed worldwide via satellite. The content is received via a satellite dish/decoder then locally delivered by various means: broadcast radio, Internet-based application, local cable vendors, and from dish/decoder directly to televisions. These methods are expensive and may not comport with how the audience typically consumes content.


DMA is interested in the full range and full scope of possible "innovative ideas" from all interested and qualified sources, in delivering protected content to the disparate authorized audiences. DMA seeks a complete ecosystem of content acquisition, aggregation and delivery, or elements thereof to be considered. In addition to current operations in this space, DMA welcomes and encourages participation by, and potentially with both "traditional and non-traditional" members (e.g. large businesses, small businesses, independent consultants, academic institutions, consortium participants, other) that may assist the agency in alternative, less costly, state of the art, more efficient ways of acquiring content, globally distributing and locally delivering vital DoD information and American entertainment programming to US Forces overseas and aboard ships at sea.



IMPORTANT: Offerors may propose solutions to one area, multiple areas, and/or may offer a full (end to end) solution to the requirement stated herein. DMA will accept proposals for innovative ideas for acquiring, distributing and delivering audio and visual content to include any or all of the following:


o Alternatives to acquiring commercial American programming content
o Alternatives to acquiring commander's vital information
? Distributing content worldwide
o Alternatives to distributing American programming content worldwide (either acquired by the government or provided by a vendor)
o Alternatives to distributing commander's vital information to overseas military communities
o Delivering content locally from the distribution means to the audience
? Locally delivering content including either commander's information, or American programming, or both to a variety of audience devices (radio, television, computers, mobile devices, etc.)
o Innovations for distribution to overseas military communities in Europe, Asia, and the Americas.
o Innovations for distribution to ships at sea and isolated land locations without substantial civil infrastructure or internet access.


PROPOSER SUBMISSION AND SELECTION DEADLINES:

STEP 1- "WHITE PAPERS" - Submissions will be accepted throughout the BAA open period. Parties interested in engaging DMA with "innovative" topics of interest must submit a "White Paper" to DMA for review, prior to submission of any proposal related information, so that 1) DMA may quickly gauge its interest in the "innovative" ideas, and 2) the proposer in question does not expend unnecessary effort and expense associated with the submission of a proposal, prior to using the more expedient, less complicated, and less costly mechanism of a "white paper" submission first. White papers will be a maximum of twelve (12) pages in length.

STEP 2 - "PROPOSALS" - Upon Government request throughout BAA open period, and as a result of white papers received during open period, proposals will be accepted from invited offerors only who, after review of white papers, are considered advantageous to the government, at DMA's sole discretion.
All responsible sources capable of satisfying the objectives of this solicitation announcement are encouraged to reply in accordance with the instructions specified herein, to include historically traditional partners and non-traditional potential partners that maybe interested in doing business with the government, but that have infrequently, or perhaps never before, done so.

For the week of August 28, 2017, the following responses to questions received regarding this announcement are as follows:


QUESTION 1: Does the agency management and/or technical staff have a preferred direction? ie.... Pure IP distribution or a hybrid solution or even a private Cloud?


ANSWER 1: DMA is open to any and all innovative ideas for including the ideas stated in the question above.


QUESTION 2: Can the agency provide how much the Satellite service cost on an annual basis?


ANSWER 2: Satellite services have been acquired through DITCO under contracts HC1013-11-C-0101 and Contract HC1021-04-D0043. Information about DMA costs for these contracts are available through various public sources.


QUESTION 3: Is the agency interested in proposals that include personnel for the operations, maintenance and life cycle management?


ANSWER 3: You may but only for products and services requested within the Broad Agency Announcement.


Question 4: (With regard to) STEP 1- "WHITE PAPERS" - Submissions will be accepted throughout the BAA open period and STEP 2 - "PROPOSALS" - Upon Government request throughout BAA open period and as a result of white papers received during open period. Please clarify as to how much time can allotted for the submission of proposals?


ANSWER4: Proposals will be requested AFTER review of white papers. Proposal submission timeframes will be included in each request for proposal/invitation that is requested by DMA.


QUESTION 5: Is a proposal due with the "White Paper" submission?


ANSWER 5: No.


QUESTION 6: How much time would be afforded for a proposal submission?


ANSWER 6: Proposals will be requested by invitation AFTER review of white papers. Proposal submission timeframes will be included in each request for proposal/invitation that is requested by DMA. This is not an FY17 award.

QUESTION 7: (With regard to) SUMMARY DESCRIPTION: The DMA mission is to help military commanders quickly deliver vital "command" information to widely distributed US Forces overseas as well as to provide the overseas military audience American entertainment, news and sports programming. Is there a topology drawing or diagram that will provide the technical team's response for the proposal submission?


ANSWER 7: You can use any diagram or topology drawing you wish within your white paper but it will count against your 12 page limit. If you would like to see how we currently distribute AFN, you can go to http://myafn.net , go to the AFNINFO tab on the lower right side of the page , click on "How can I get AFN - <more> " . Read the entire pop up screen first click on "Signal Acquisition Guide.pdf " link. This will provide further information about our current Satellite distribution network. CATV distribution at fixed locations are managed either by the military exchanges or the local installation. DMA currently covers up commercial advertising with Command Information per our agreements with industry.


QUESTION 8: Page 4 Summary it states: Acquiring content: Alternatives to acquiring commercial American programming content. To be clear, please confirm our understanding that an alternative to the existing method of providing commercial programming is desired?


ANSWER 8: DMA is looking for innovative proposals that include distributing programming either acquired by the US Government AND/OR any innovative solutions that might include the vendor acquiring and distributing commercial programming directly from the industry. If you do propose to acquire and distribute content directly from industry you will have to provide documentation showing you have acquired the rights to distribute any such proposed programming outside of the United States and its territories if or when you are asked by the DMA Contracting Officer to submit a proposal per the BAA.


QUESTION 9: Is there a list of commercial American programming providers or content that is distributed across the system today? If so, can we obtain this list?


ANSWER 9: DMA has had relationships with the News, Sports, and Entertainment industry for over 75 years. Much of the programming we receive is provided at little or no cost from the major networks, studios and sports leagues as DMA is considered a "non-commercial" entity. QUESTION 10: The limitations of 12 twelve pages include cover page and index page?


ANSWER 10: Yes. The 12 page white paper limit is all inclusive.


QUESTION 11: We are working on a response to your BAA, but I want to make sure we
understand what is desired in the white papers, as this appears to be a very broad scope with a very short page limit....I am confused by several sections of the BAA which indicate
pricing is to be provided - I would like to get a better understanding of what is expected with the initial BAA white paper responses.


ANSWER 11: The BAA White Paper process is described in the BAA itself. Please
ask specific questions so that a written response can be provided. With regard to pricing, a general pricing structure or target price should be included, at a minimum.


QUESTION 12: Is there a deadline or cut-off for questions regarding the BAA?


ANSWER 12: Questions will be accepted up until the BAA cut off date.


QUESTION 13: May vendors submit multiple white papers for various product or
service sets (maritime, FOB, fixed sites, etc.)?


ANSWER 13: Yes


QUESTION 14: Can you provide a diagram of the current network?


ANSWER 14: See attached PDF (AFN Satellite Diagrams)


QUESTION 15: Can you describe the current network architecture and service
offerings?


ANSWER 15: If you would like to see how we currently distribute AFN, you can go

QUESTION 16: What is DMA's current annual spend on satellite transport services?


ANSWER 16: Satellite services have been acquired through DITCO under contracts
HC1013-11-C-0101 and Contract HC1021-04-D0043. Information about DMA costs
for these contracts are available through various public sources.


QUESTION 17: What are DMA's cyber security concerns for present and future
services?


ANSWER 17: Any proposed system should have cyber security protocols in place to
meet the requirements of NIST Special Publication 800-171 and DFARS
252.204-7012. The proposed systems will need to be secure not only to meet
DRM requirements of the programming industry but any system that processes
DoD personally identifiable information to verify eligibility must meet the
requirements of DoD Directive 5400.11 and be fully accredited by a 3PAO for
use with DoD Level 4 information. If your proposal includes connecting any
equipment to DoD Networks then you will need to follow DISA guidelines
published at the following address:

QUESTION 18: How many current video subscribers receive AFN services? Can you
break this down by region?


ANSWER 18: Per the Defense Manpower Data Center there are approx. 400K DoD
uniformed and DoD Civilian authorized viewers overseas or aboard ships at
sea (does not include family members or DoD contractors)
70K are serving at sea around the world
88.5K in EUCOM
3.3K in SOUTHCOM
11K AFRICOM
50K in PACOM
57K in CENTCOM
1K in NORTHCOM
120K in UNDISCLOSED LOCATIONS outside the United States and its territories



QUESTION 19: Would it be possible to arrange a site visit and tour of the
Riverside, CA facility?


ANSWER 19: Due to an ongoing major facility renovation a visit to the DMA
Riverside facility is not possible during the BAA period.


QUESTION 20: What is the relationship between DMA and agencies like AAFES,
NEXCOM, MCCS to distribute these services to both on-base and off-base
housing?


ANSWER 20: DMA provides technical standards and policy to the Exchanges and
installations that distribute AFN programming on USG owned or leased facilities. Those service members living off base currently acquire AFN programming through a satellite antenna and decoder, similar to DirecTV or Dish Network. The exchanges sell or lease the decoders sell satellite antennas and maintain a list of approved installers.


QUESTION 21: What are the current costs to service members for AFN equipment,
receivers and/or services?


ANSWER 21: It varies by installation. Some installations issue decoders/antennas or subsidize CATV distribution costs and others do not. AFN permits installations to charge an infrastructure maintenance fee to recover costs associated with distributing AFN programming over CATV but we do not allow any franchisee to profit from distributing AFN programming in order to meet the contractual requirements of our industry partners. For
those service members who live off base and purchase a new decoder, the cost
is anywhere from $230 USD to $370 USD depending on the model. There is also
a secondary market where service members sell their decoders to others when
they transfer from overseas back to the USA.
