AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is W50S86-20-Q-00016 and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08. The associated North American Industrial Classification System (NAICS) code for this procurement is 336112 with a small business size standard of 1,500.00 employees. This requirement is a Small Business Set-Aside and only qualified offerors may submit bids.

The Michigan Air National Guard Consolidated Contracting (MACC) requires the following items, Meet or Exceed, to the following:
LI 001: Gas Powered 6-Person Utility vehicle with review mirrors, enclosed cab, and 4WD capabilities. Box capacity of 1,000lbs, payload capacity of 1,350lbs, and hitch towing rating of 2,500lbs. Electronic Power Steering. Included accessories: LED Beacon Light, single light bar Wire Harness, brake lights, seat belts, winch, in cab Gun Mount, lock and ride cargo box, rear glass panel, fixed glass windshield, windshield wipers, dome light, review mirrors, and heat/AC with defrost., 2, EA;
LI 002: Compatible mounted Snow Plow Kit with angle system with 72in poly blade, front brushguard, rear brushguard, and power control including power control winch adaptor., 2, EA;

For this solicitation, Michigan Air National Guard Consolidated Contracting (MACC) intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, Unison, Inc. Unison Marketplace has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Michigan Air National Guard Consolidated Contracting (MACC) is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.UnisonMarketplace.com. There is no cost to register, review procurement data or make a bid on www.UnisonMarketplace.com. By submission of a quote, offeror acknowledges the requirement that a prospective awardee must be registered in SAM prior to award, during performance, and through final payment of any contract resulting from this RFQ.

The contractor shall submit warranty terms and conditions with their submitted quote.

The request for quote is for pricing only. Funds are not presently available for this Requirement. The Government"s obligation under this requirement is contingent upon the availability of appropriated funds from which contract award can be made. Quotes valid through 30 September 2020 are requested.

New Equipment ONLY; NO remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.

Shipping must be free on board (FOB) destination CONUS (Continental U.S.), which means that the seller must deliver the goods on its conveyance at the destination specified by the buyer, and the seller is responsible for the cost of shipping and risk of loss prior to actual delivery at the specified destination.

This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award.
