Comments/objections will be received as required per Section 31-7-13 (C) of the Mississippi Code until
8:00 a.m. (Central Time) on July 2, 2025.
Any person or entity that objects and proposes that the commodity listed is not sole source and can be
provided by another person or entity shall submit a written notice to:

Appropriate documentation shall also be submitted if applicable.
If after a review of the submitted notice and documents, USM determines that the commodity in the
proposed sole source request can be provided by another person or entity, then USM will withdraw the
sole source request publication from the procurement portal website and submit the procurement of
the commodity to an advertised competitive bid or selection process.
If USM determines after review that there is only one (1) source for the required commodity, then USM
will appeal to the Public Procurement Review Board. USM will have the burden of proving that the
commodity is only provided by one (1) source.

The University of Southern Mississippi anticipates purchasing the item(s) listed below as a sole
source purchase. Anyone objecting to this purchase shall follow the procedures outlined below.
1. Description of the commodity that USM is seeking to procure:
Meridian Archer Trailer Kit 1000: adaptable, mobile vehicle barrier systems for hostile
vehicle mitigation. The barrier system is engineered for high-security environments with
a "Drop and Stop" anti-ram portable vehicle barrier. It protects people and critical
infrastructure by stopping unauthorized vehicle access. The Archer 1200 Barrier is ideal
for entry points, roadways, construction sites, and public events and is easy to deploy in
under 10 minutes.
2. Explanation of why the commodity is the only one that meets the needs of the agency:
To provide safety and security to university students, staff, faculty, guests as well
as state properties and infrastructure from vehicular collisions during large-scale
events, i.e. sports game days, graduation, homecoming, construction, road
closures, and other times deemed necessary.
3. Explanation of why the source is the only source is the only person or entity that can
provide the required commodity:
Meridian Rapid Defense Group Sales LLC provides adaptable, mobile vehicle
barrier systems for hostile vehicle mitigation. Barriers that halt motor vehicles
from crashing into crowds, buildings, etc. The Archer 1200 Barrier stands out
from other barriers because it is reusable after impact, can be configured into 20
certified configurations, and is maintenance-free.

4. Explanation of why the amount to be expended for the commodity is reasonable:
The purchase of the Meridian Archer Trailer Kit 1000 is an investment in the
safety and security of our University’s future. The barrier system is engineered
for high-security environments with a "Drop and Stop" anti-ram portable vehicle
barrier. It protects people and critical infrastructure by stopping unauthorized
vehicle access. The Archer 1200 Barrier is ideal for entry points, roadways,
construction sites, and public events and is easy to deploy in under 10 minutes.
With more incidents around the country and closer to home (New Orleans, New
Year’s Eve 2024), it is imperative to protect our people from motor vehicle
incidents while attending university events. With a quick deployment of 10
minutes or less, using the Archer Barrier System will also save labor costs as the
barrier system currently in use is concrete blocks, transported and placed one at
a time.
5. Efforts that the agency went through to obtain the best possible price for the commodity:
University Police Department personnel attended a demonstration of the Archer
Barrier System and has met extensively with the sales team from Meridian Rapid
Defense Group. The vendor has assured they have the only barrier system like
this on the market.
