1. Introduction/Purpose. The Federal Aviation Administration (FAA) William J. Hughes Technical Center located at the Atlantic City International Airport in Atlantic City, NJ has a requirement for User System Software Requirements training for FAA employees.

2. Nature of Competition. The acquisition strategy for the procurement has not been determined at this time. The results of this market survey will be used as a determining factor in deciding on the level of competition.

Please note: Based on the FAA's AMS policy at 3.2.1.2.3, the use of agency wide contracts must be used to the maximum extent possible and the responses to this announcement will be used as a determining factor regarding whether the use of an existing agency contract vehicle is appropriate.

3. Standard Language

Interested companies are reminded that - (a) This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind. (b) The FAA is not seeking or accepting unsolicited proposals. (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey and (d) any costs associated with the market survey are solely at the interested vendor's expense.

4. North American Industry Classification System (NAICS) Code. The projected NAICS code for this requirement is 611420, Computer Training, with an applicable size standard of $11,000,000.

5. Submittal Requirements for Market Survey. Interested companies are required to submit the following (a) Capability Statement - Submit a summary of your firm's capability in meeting the FAA's requirements as specified in the attached Statement of Work (SOW). (b) Business Declaration - Submit a completed copy of the attached Business Declaration form with a copy of the appropriate Small Business Administration (SBA) certification where applicable.

6. Delivery of Submittals. Vendors must contact the Contracting Officer with any questions at Cynthia.Hische@faa.gov. Any submittals must be received no later than 10:00 (EST) September 21, 2017. No telephonic inquiries will be accepted.

7. Other (a) There will be no site visit as a result of this market survey. (b) Any confidential or proprietary information must be marked accordingly by the vendor. Such information will not be disclosed outside of the acquisition team.
