This is an Urgent combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.


The solicitation number is 73093201085 and this solicitation is issued as a request for quotation (RFQ) Subject to Availability of Funds (SAF).


This is a SAF (Subject to Availability of Funds) Solicitation. Funding is NOT presently available.

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-95.


This solicitation is Small Business Set Aside. The associated North American Industry Classification System (NAICS) code is 332312 - Fabricated Structural Metal Manufacturing. The US International Boundary & Water Commission is requesting Repair of Gate Hoist Gearboxes No. 1 - 8 as per documents attached.

Refer to attached Scope of Work and other documentation to include dates and places of delivery, acceptance and FOB point.
The FOB Destination shall be the Amistad/Del Rio Field Office.

Offer Due Date/Local Time: September 25, 2017, 4:00 PM MST

Offerors are encouraged to have a pre-soliciation meeting at the Amistad Field Office followed by a site visit. Vendors are urged to attend with the understanding that the successful vendor shall be deemed to have visited the site and satisfied themselves regarding any condition that may affect the cost of the contract performance.

A site visit may be arranged with Ms. Rosie Montes via emial ONLY at Rosalba.montes@ibwc.gov with a copy to me. Site visit shall be arranged by Sept. 15, 2017.

The Site Visit on Monday Sept 18 th , 2017



Question: On page# 2 of the SOW, article F, sub-article 4 states that defective breakers are to be replaced. During the visit, it was stated that breakers were recently maintained and are now working. Are the breakers still to be replaced?


Answer: No. The two (2) Tainter Gates Feeders Breakers are to be pulled out, inspected, tested, cleaned and reinstalled.



Question: On page number 4 of the SOW, item 16, which heaters are referred to?


Answer: Item 16 refers to heaters inside the control enclosure. Those heaters are to be replaced and a shield added to protect the wiring from direct exposure.



Question: Item 15 regarding U Bolts. During the site visit it was stated that this item will be eliminated. Is that the case?


Answer: Yes. Item# 15 under sub-article B Service and Repair .. shall be deleted from the scope. The SOW will not include replacement of U-Bolts.



Question: Regarding items 12 and 14 of sub-article A Inspection and testing:


1. Are speed reducer worm gears to be replaced? and


2. Oil sample to be analyzed for the record. Is this going to be added to the Scope of work?



Answer:


3. Yes. Please allow for the replacement of the speed reducer worm gears in your offer? and


4. Laboratory analysis is required for oil samples from the Winsmith and Lufkin gearboxes. Visual inspection is required for other lubricants.



Question: On page 4 of the SOW, line 17 replacement of electrical conduit. During the site visit, the wiring inside the conduit was found to be brittle. Would replacement of wiring be part of the SOW?


Answer: Yes. Please include replacement of the wiring from the control box to the motor and from the control box to the brake.



Question: Seals on the bearings on the shaft connecting the Lufkin speed reducers were found to be broken. Is replacement of those seals included in the SOW?


Answer: No. Please just allow for pumping grease



Question: In gate No. 8 there a gearbox that is not in the SOW. Please confirm.


Answer: Yes the gearbox at Gate No. * is NOT part of the SOW under this solicitation.



Question: While on site it was noted that the gearboxes (and conduits) attached to the position indicators are in good condition. Will these boxes and conduits be eliminated from the SOW?



Answer: Yes. Those boxes and conduits are in good shape and are not part of the Scope of Work (SOW).



Question: Lufkin reducers dont show signs of needing repairs. Will this be eliminated from the SOW?



Answer: Yes. Repair of Lufkin reducers is not part of the SOW



Question : What seals are to be replaced?



Answer: Replace all seals except the following:


1. Lufkin seals.


2. Cable Spools.


3. Motor.



Question: What oil is to be tested?


Answer: Laboratory analysis is required for oil samples from the Winsmith and Lufkin gearboxes. Visual inspection is required for other lubricants.



Question: We think inspect the auto oil misters means to open the inspection hatch on top of the gearbox to witness oil being sprayed onto the gears. Is that an adequate inspection of the misters?


Answer: Yes. The procedure outlined above in your question is an adequate inspection of the misters.



Question: Is replacement of the U-bolts still part of the Scope of work (SOW)?


Answer: No. This item will no longer be part of the SOW.



Question: Check and report lubricant condition. We interpret this check and record to be limited to laboratory analysis for the oil in the Winsmith and Lufkin gearboxes and visual inspections of lubricants in couplings, pillow block bearings, and open gears. If theres a more detailed requirement for check and record, can you please provide the details?


Answer: Yes. Laboratory analysis is required for oil samples from the Winsmith and Lufkin gearboxes. Visual inspection is required for other lubricants.



Question: Check oil in gearcase. As part of the drain and re-fill of all the gearboxes, we think all the Winsmith and Lufkin boxes deserve to have a formal lab analysis completed. All of the smaller reducers should have oil drained and re-filled with visual inspection for metal during draining. Please let us know if the scope is limited to draining off a small amount.


Answer: Agreed. Please see our response to the previous question.



Question: Seals replacement. Do you still want to change the seals on the Lufkin boxes? We will submit a bid that includes estimates for new or rebuilt Winsmith gear boxes. The scope of work as written is limited to seal replacements only. Do you want to include gearbox repairs on these units?


Answer: No, replacement of seals on Lufkin boxes is NOT part of the SOW. Please allow for the replacement of the Winsmith worm reducers in your offer



Question: Service and repair all clogged oil misters. Well include unplugging all the pipes downstream of the pumps to make sure the lines are clear of debris, but our Service and repair all clogged oil misters will be limited to unplugging pipes, replace them if needed and providing new gages. Please confirm our interpretation of your desired work is adequate?


Answer: Confirmed. Please allow servicing as stated in your question above.



Question: Lubricate all sleeves, ball and roller bearing. Make necessary repairs and adjustments to excessive shaft packing. We saw that almost all of the couplings and pillow block bearings on the drive lines were leaking grease from failed seals and were likely original installed equipment. The most economical means of replacing those bad, 50 year old, bearings is to avoid re-using a shaft with 50 years of paint that will have to be removed to allow for bearing fit. We will quote new driveline shafts, gear couplings, and bearings that are all replacement-in-kind. All those components are still stock items and less expensive to make and assemble in a shop for easy field swaps rather than try save old bearings or couplings.


For the larger bearings, like the ones used on the cables spools, we recommend new bearings as part of a 50-year preventive maintenance overhaul. We want to confirm the scope of the job. Do you want to replace those bearings or just pump new grease into old bearings?


Answer: No. Please allow for pumping grease into all bearings. No replacement of bearings is included in the SOQ except when replacing reducer worm gears, if necessary,



Question: Replacement of Heaters. Replacement of flexible conduit. There was a question about two heaters. There are little heaters in the bottom of each cabinet. In the gate control panel for #3, I think the heater was turned off inside the panel via manual switch. We will test ohms through the heaters and replace as needed. (the bid price will include pricing that assumes all those heaters are dead and need replacement).


The scope of work #16 was interpreted to mean those cabinet heaters, but there are also heaters in the windings of the motors that should be checked via ohms. Please clarify the scope of work on #16.


The flexible conduit and all wires to the motors show damaged and brittle insulation. We are including new wires in our bid, but would like it to be clear in the scope of work for all wires feeding the motors to be replaced along with the flex conduits.


We recommend preventive maintenance on the motors as well, or consider replacement. The frame size is likely obsolete, so its probably less expensive to pull the existing motors, rewind, dip, bake, and replace bearings. At a minimum, we suggest megging the motors to check insulation integrity. Please let us know by adding clarity in the scope of work.


The local start/stop switches show to be original equipment and likely obsolete. They should be considered for replacement to avoid being stuck in a direction of travel, or general failure. If that should be part of the scope, please clarify.


Answer: Item 16 refers to heaters inside the control enclosure. Those heaters are to be replaced and a shield added to protect the wiring from direct exposure.


Please allow for the replacement of the local start/ stop switches.


Please allow for testing the heaters in the windings of the motors. There is no requirement to replace those heaters (in the motors).
