Sealed bids will be received by mail or in person at the Northern Virginia Regional Park
Authority Headquarters, 5400 Ox Road, Fairfax Station, Virginia 22039, until Wednesday,
September 26, 2018 at 1:30 p.m. Bids will be opened in public at that time.
The project includes installation of various trees, shrubs and seeding only and does not include
any work as shown regarding the parking lot nor the proposed ropes course.
The Contractor shall furnish all equipment, material and labor in accordance with the project
manual and plans. Five percent bid bond or certified check required for all bids over $500,000.
All bids and bid bonds shall remain valid for ninety days. Performance and Labor and Material
Payment bonds shall be required of the successful bidder for all contracts awarded over
$500,000.
The Project Manual and Project Drawings can be downloaded from the NOVA Parks website
(www.novaparks.com) at https://www.novaparks.com/about/bids-proposals. The Contractor
shall be responsible to verify and obtain any addendum prior to the bid date. Project addenda
will be posted on the website. The project documents include:

Bidders shall fill in all blank spaces on the Form of Proposal. Pursuant to and in compliance

furnish all labor, materials, supplies, equipment and other facilities, and to perform all work

SUPPLEMENTAL GENERAL CONDITIONS
PART 1 – GENERAL
All bidders shall submit their bids on the enclosed Form of Proposal.
Contractor shall provide at least 48 hours’ notice prior to beginning of work.
Materials may be stored on site with prior approval from the Park Authority. Only materials to
be used on this project may be stored on site.
The project has to be completed within 60 days of written notice to proceed and all work shall be
completed within 21 days from the start of onsite activity. If the work is not completed within
the time required, as that time may be adjusted by change orders, there shall be imposed on the
contractor liquidated damages of $250.00 per calendar day for each day beyond the contract time
it takes to complete the work.
All work will be completed during weekday business hours of 7 am to 6 pm. No work shall be
permitted on weekends or holidays without prior approval from NOVA Parks.
Contractor should verify the existing site conditions and include any required clearing and
grubbing to install the landscaping as shown.
The Contractor shall clean the site at the end of each day. Materials may be stored on site with
prior approval from NOVA Parks. Only materials to be used on this project may be stored on
site.
The Contractor shall be responsible to properly dispose of any excess soil materials, trash and
debris generated during the course of the project.
No excavations shall be left open overnight unless they are properly barricaded to protect the
public and park staff.
The Owner reserves the right to disqualify any bidders who are determined not to have adequate
experience or favorable client references. Any bidder disqualifications shall be at the sole
discretion of the Park Authority.
All bidders must have valid VA Contractors license at the time of bid.
The Contractor shall contact Miss Utility. The Contractor shall be responsible for any damages
to marked underground utilities and shall repair all miscellaneous damages caused to park
property by his forces during the course of this project.
Submittals shall be made to the owner for approval of all materials not specified in the project
manual or for requested substitutions of specified materials. Acceptance of a substitution shall
be at the sole discretion of the Park Authority. A request for substitution must be made at least 7
days before the bid if the Contractor wishes to use it in his bid. If accepted, the Park Authority
will issue an addendum to all bidders.
If a dumpster is used, its location must be coordinated with the Park Authority.
PART 2 – WARRANTY AND AS-BUILTS
The Contractor shall provide a written warranty to the Park Authority covering all defects in
materials and workmanship for the period of one year as noted on the plans. All warranties
provided by the equipment and material manufacturers shall also be provided to the Park
Authority. Please see plan sheets for planting specifications and planting survival warranty
information.
